<br />"I <br /> <br />file. If the City Manager does not grant the full relief <br />requested by the Applicant, (or if, upon recommendation for <br />payment of the claim to the City Council, the Council does <br />not approve the claim), the City Manager shall promptly <br />notify the Applicant to that effect in writing. <br />7. Request for Review of Written Appeal. An Applicant may file <br />a written appeal to the City whether or not an oral presen- <br />tation has been made. The Appeal may include any related <br />statement of fact or other material. If necessary, the <br />applicable time limit for filing an appeal shall be extended <br />to assure that the Applicant has at least thirty (30) days <br />after receiving notification of the decision on an oral <br />appeal in which to file a written appeal. <br />8. Consideration of Appeal. In deciding the appeal, the City <br />Manager shall consider: <br />a) all applicable laws and regulations; <br />b) all pertinent justifications and written materials <br />submitted by the Applicant; <br />c) all material upon which the responsible department <br />head bqsed the determination being appealed and <br />any other available information that is needed to <br />ensure a fair and full review of the appeal. <br />The City Manager shall ensure that the Applicant has had <br />reasonable opportunity to review any materials and informa- <br />tion on which an adverse ruling on the appeal may be based. <br />9.
