<br />l " '~ <br /> <br />personally served on the Applicant or served by registered <br />or certified first class mail, return receipt requested, and <br />shall include the name and phone number of the person <br />designated by the City Manager to contact with questions <br />relating to the claim and the appeal thereof. <br />3. Right to Representation. An Applicant has a right to be <br />represented by legal counsel and to be accompanied by an <br />advisor, attorney, or other representative in any personal <br />appearance in connection with an appeal, but solely at the <br />Applicant's own expense. <br />4. Access to Files. The City shall permit an Applicant, or his <br />authorized representative, to inspect and copy all files and <br />records pertinent to the appeal, access to which is not <br />limited by state law. The City may, however, impose reason- <br />able conditions on the Applicant's right of inspection of <br />files and records. <br />5. Filing of Appeal. An appeal concerning the eligibility for, <br />or the amount of, a relocation payment shall be filed with <br />the City Clerk within six (6) months after notification to <br />the Applicant of a determination of disapproval of a claim, <br />or any part thereof. <br />6. Oral Appeal. If an Applicant, orally or in writing, asks to <br />make an oral appeal to the City, the City shall give the <br />Applicant the opportunity to present the appeal orally to <br />the City Manager within fifteen (l5) days. The City Manager <br />shall prepare a summary of the matters discussed in the oral <br />presentation and include it as a part of the City's case <br /> <br />2 <br />
