Council Meeting Minutes
February 13, 1996

Page 2

I

Special Order of Bu&iness. continued

Special Order of
Business

Joseph Strauss, NMMA Executive Director, noted the formation of a committee to
address development issues relating to two major corridors in the northern suburbs, 35W
and Highway 100. Another issue of great consideration is tax base disparity which the
NMMA will continue to look at alternatives. He thanked the City for their support and
feels the City has been a driving force in recent successes.

NMMA Presentation

Benke thanked Tinklandberg and Strauss, and agreed that tax base disparity is of major
concern. He suggested that the tax base issue could be resolved by eliminating the need
for a seven-county Metro Area and incorporating all counties into one common tax base.
Strauss noted that the State has been moving toward the use of property taxes as the
fundamental taxing unit. Property taxes are now the largest funding source, and
dividing metropolitan planning amongst 180 taxing units is an impossible task.

Consent A~enda

Consent A~enda

Motion by Gunderman, seconded by Samuelson, to APPROVE THE CONSENT
AGENDA ITEMS AS FOLLOWS:

1.
