<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 23, 1996 <br /> <br />Page 4 <br /> <br />State of the City Address. continued <br /> <br />Developing better ways to manage our City will continue to be a priority of the Council. We will also be focusing <br />on developing future leaders for our community through our Leadership New Brighton project being lead by the <br />Public Policy Committee in collaboration with the Chamber. We hope to involve more residents in the learning <br />process needed to guide us in the future. As one feature of the effort, I am proposing that we establish a Council <br />member of the Month program. This program would involve the appointment of community leaders to serve a one <br />month term as an ex-officio member of the Council. The appointee would be invited to attend all meetings and work <br />sessions of the Council, receive and be involved in discussion of all reports and agenda materials, and, work with <br />the Council on regional and state issues. Our expectation is that this program will both help more people understand <br />the nature of city decision making problems and processes, and, develop a pool of people better prepared to step in <br />as elected council members, <br /> <br />While we are concentrating on fixing our own problems, we will also be working with Senator Novak, <br />Representatives Pellow and Carlson, Ramsey County Commissioner Thomas, and Dist. 621 and 282 School Board <br />members on family and youth problems, tax reform and funding issues. We will do our best to help defme the <br />questions and opportunities so we can all understand our choices. We will do so without regard to partisan politics <br />between now and the November 5 election. <br /> <br />IT IS TIME! It is time to get on with community problem solving. It is time, also, to summarize by saying that the <br />State of our City is excellent. We are prepared to face our challenges and to seize our opportunities.
