Rd. E and is zoned <br />B-1, Limited Business. In 1991, Council indicated in the Comprehensive Plan that a day <br />care facility would be an acceptable use in this district. The Kindercare site would <br />occupy the northern portion of the six-acre site. The building would have three outdoor <br />play areas and landscaping will screen the building from adjacent properties. The <br />parking area would be located in front of the building parallel to Silver Lake Road. The <br />wetland area located in front of the parking lot would be remediated and reconftgured. <br />The applicant has been working with the Rice Creek Watershed District (RCWD) on the <br />wetland reconftguration. Access to the site would be a right in/right out type of access <br />off Silver Lake Road. Left turns will not be allowed from traffic traveling north on <br />Silver Lake Road, and Ramsey County supports the traffic circulation. The applicant <br />and the property owner have worked out a realignment of the southern parcel which will <br />take the stub road and run it further west, down to the south, and out to Co. Rd. E. <br /> <br />Samuelson asked if the access road would be an exit only or will there be an <br />entrance/exit onto Co. Rd. E. Mattila believes it would be an entrance/exit situation <br />because the 24 ft. wide road would be two way. <br /> <br />Gunderman asked the road widths in the Wexford Heights subdivision. Mattila said the <br />road widths are either 30 ft. or 32 ft. Minimum widths for a driveway in <br />commercial/industrial districts is 18 ft., but if two way traffic is allowed then the <br />minimum width is 24 ft. Mattila conftrmed that after the subdivision, there will be 3.5 <br />acres remaining. Gunderman questioned if future development on the vacant lot would <br />necessitate reconfiguration of the road. Mattila said the proposal involves a private <br />driveway which will serve that area and is not a public road. If it were a public road, <br />the City would need to access 60 ft. of right-of-way and maintain the roadway. The <br />driveway was proposed because the Planning Commission recommended no further curb <br />cuts on Silver Lake Road. So the alternative was to establish some type of access road <br />that will service the business. Any development on the property to the south would <br />access onto this road to Co. Rd. E. <br /> <br />Benke questioned if this access will be adequate for persons traveling from the east, west <br />and south. Mattila said Council could recommend that the applicant construct a paved <br />road, and when the southerly property is developed, concrete curbing would be <br />installed. Benke noted the steep grades and asked if excavation will be performed. <br />Mattila believes excavation will be performed on the property when the south parcel is <br />developed, and the grading plan will be approved by the City Engineer and RCWD. <br /> <br />Samuelson asked if the median on Silver Lake Road would prevent cross over traffic <br />into the Kindercare entrance. Mattila said the median is located north of the entrance, <br />and traffic traveling north would not allow cross over into the south bound lane. Mattila <br />noted the County recommendation that a southbound turn lane is not required for right <br />turns into the site, but an adequate radius should be constructed to provide a smooth flow <br />for right turns. <br /> <br />Larson noted the preference for a right turn lane, and asked if a No U-turn sign could <br />be posted to prevent access into the property. Mattila said Fire Chief Mark Frieden <br />feels the access is adequate, but recommends the access road lengthen 30 ft. to the west <br />for an emergency vehicle turn around.
