Samuelson said the stoplights on Co. <br />Rd. E and 3rd St. will help to slow down traffic, but noted concern about possible U- <br />turns. Gunderman asked if U-turns are permitted on 5th and 7th St. Mattila is unsure if <br />U-turns are permitted, but Council could add a condition of approval to reflect their <br />concerns. Benke is unsure signage would make a difference. <br /> <br />Mattila noted that the applicant changed the lighting plan because of resident concerns. <br />The new plan proposes four 20 ft. high light standards with full cut off design. Benke <br />asked if there will be security lighting on the south end of the building. Mattila said <br />there will be no overnight lighting in the back of the building. <br /> <br />John Dedrick, RLK Associates, is pleased with the staff recommendations. Benke is <br />puzzled that the applicants would fmd the right in/out access workable over the short <br />term until the south parcel is developed. Dedrick explained that Kindercare's daily <br />customers will be notified of the access arrangements. The applicants would have <br />preferred multiple access points to the facility, but the hope is that the southern property <br />will be developed in the near future so that the access road can be realigned. Benke <br />asked if the property owner has communicated that development is imminent. Dedrick <br />has not heard of any future plans by the property owner. Benke said being that the <br />timetable is questionable, the right in/out access only may not be in the City's best <br />interest. Dedrick concurs with Benke, and if it is the Council's wish to have the <br />southerly road access as a condition of approval, they would accept that. Benke would <br />not support just a long term commitment to eventually develop this access and prefers to <br />see a southern access developed immediately. Dedrick said the proposed roadway has <br />been placed 25 ft. off the property line along the residential edge. <br /> <br />The building's elevations would be lower than the residential properties by almost 9 ft. <br />Dedrick sees the road alignment needing some type of retaining wall and shifting further <br />to the east. Kindercare prefers the access road, but the southern property owner has not <br />stated where it will be located. If the roadway did shift, it would be located further <br />away from the residential properties. Benke noted that two of the residential properties <br />behind the parcel have not been developed. Williams feels the evaluations and grades <br />would act as one more buffer between the homes and traffic. <br /> <br />Mike Oshak lives on the north side of the property and noted concern of lighting. Luke <br />Sydow, RLK, will work with the residents to determine the best timing for the lighting. <br />Oshak said the grade of the Kindercare property would be 1.5 ft lower than his property <br />and asked if the berm could be retained. Sydow said that some of the berm will need to <br />be removed, but they will try to keep it at a minimum. Sydow feels the lighting could <br />be turned off by 8:00 p.m. Mattila feels this timing requirement should be a condition <br />of approval. Benke asked if there will be lighting on the backside to insure security. <br />Mattila noted that the Police Department has reviewed the plan and feel it is adequate. <br />Benke questioned if this provides for adequate safety and security. <br /> <br />Robert Roach, 2601 Ashley Terrace, noted concern of the future access road, and <br />questioned whether traffic would enter through the back way at Co. Rd. E. His <br />neighbors to the north have expressed this same concern. He strongly supports the road <br />be located as far East as possible, and asked if there is a wetland area at the extreme <br />south. Sydow verified it is a wetland area. Benke said it is difficult to determine the <br />road location because a proposal has not been received for the development of the <br />southern parcel.
