<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 12, 1995 <br /> <br />Page 5 <br /> <br />Public Hearinv. continued <br /> <br />Nancy Reed, 2601 Ashley Terrace, feels the Kindercare proposal is an excellent <br />addition to the area, and noted the efforts by RLK and Mattila in keeping them updated. <br />She asked if the area behind her property is considered a wetland. Sydow performed an <br />analysis on that area, and it was determined that the area does not contain criteria to be <br />considered a wetland. Reed noted the tremendous amount of water collected in this <br />area and asked where the drainage will travel to. Sydow said the water will be collected <br />and then diverted through a pipe into the retention pond. Reed feels that when the <br />southern property is developed it should mirror the attributes on the Kindercare site. <br />Mattila said there could be potential that the City could place some requirements on the <br />southern property in regards to landscaping and road realignment. Benke would like to <br />see the same quality site plan used on the southern parcel. Reed would prefer to see the <br />access road shifted further to the east. <br /> <br />Mattila outlined the following conditions of approval requested by Council: Silver Lake <br />Road entrance would be right in and right out access; and the northerly most light would <br />be placed on a timer to eliminate light glare after 8:00 p.m. <br /> <br />Fulton feels the landscaping and road construction should be timed concurrently. Benke <br />noted that grading changes may occur when the southern parcel is developed and this <br />could impact landscaping. Mattila said that when the southern property is developed, the <br />road may move and then landscaping would then be installed. Benke envisions the . <br />landscaping installed when the southern parcel is developed. Williams would be <br />satisfied that the conditions of approval involve completion of the access road to Co. <br />Rd. E. <br /> <br />Larson added a condition of approval that as much as possible of the berm be retained <br />on the north side. <br /> <br />Reed asked if a specific road alignment plan could be added to the conditions of <br />approval. Benke stated that a specific location for the road has not been identified at this <br />time, and that Kindercare will need to speak to the property owner regarding the road. <br />Reed requested staff contact her when the realignment will be considered. Benke said it <br />is difficult to determine the road location when there has not been a proposal for the <br />development of the southern parcel and anticipated grade changes will need to be made. <br />It is difficult to design a road when the use of the land has not been determined. Benke <br />confirms that the boundaries to the west need to be protected, but questioned how far <br />East the road can be located so that development can occur. <br /> <br />Mattila stated the following conditions communicated by Council: Silver Lake Road <br />southbound access will be right Wright out; northerly most light be placed on a timer to <br />eliminate light glare after 8:00 p.m.; a temporary paved road be constructed as far east <br />as possible from Co. Rd. E to the subject site; and the berm on the northside of the <br />subject site be maintained as much as possible. He noted an ordinance requirement that <br />a 25 ft. strip be landscaped and screened when the southerly property is developed. <br /> <br />Gunderman verified that the temporary road would be paved. <br /> <br />Fulton said the temporary access road extending behind the property would be built for <br />emergency vehicle access.
