Kelley <br />has not formally discussed this with the entire commission, but informally received <br />support. Fulton noted the overwhelming support expressed by school officials. <br /> <br />Motion by Samuelson, seconded by Larson, to AUTHORIZE THE CITY <br />MANGER TO INITIATE STEPS TO START THE PROCESS TO FILL A <br />SCHOOL LIAISON OFFICER POSITION AT IRONDALE HIGH SCHOOL <br />FOR ONE YEAR, TO IDRE A REPLACEMENT PATROL OFFICER FOR <br />THE DURATION OF THE PROGRAM, PROVIDED THE PROPOSED <br />FUNDING IS AS DETAILED IN THIS REPORT. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented the plans and specifications for a tele-squirt fire pumper truck. <br /> <br />Mark Frieden, Fire Chief, said the Committee completed its work to determine the <br />apparatus which best suits City needs. The committee members are: Jeff Coleman, <br />Kip LaMotte, Ed Schneider, Randy Lind, and Scott Langner. Financing is in the 5 <br />year plan, and the City has saved $240,000 for the pumper replacement. Last year, <br />Council added $160,000 to purchase the tele-squirt truck. The truck's total estimated <br />cost is $400,000. Savings to replace the tele-squirt truck begins with a $8,000 <br />increment in the fleet replacement fund in 1997 and each year after for the life of the <br />vehicle. The cost of the truck would be paid for out of general property taxes. <br />Fulton said the truck will give the City full aerial capacity and assist with higher <br />structure fires. Frieden said the vehicle will increase the safety factor for firefighters. <br /> <br />Benke asked if there are plans to sell the 1975 Howe pumper. Frieden said the bid <br />sheet includes the trade-in of the Howe truck. <br /> <br />Larson said the City can save 4 % if the order is submitted before the end of the year. <br /> <br />Motion by Larson, seconded by Samuelson, to ACCEPT THE PLANS AND <br />SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR <br />THE 1997 TELE-SQUIRT PUMPER TRUCK. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Emy Mattila presented the amendments to the massage ordinance. <br /> <br />Staff met with Nancy Higgens, a massage therapist, who provided insight to the <br />profession and provided copies of the Shoreview, Roseville, Bloomington, and <br />Plymouth ordinances which allow therapeutic massage in commercial districts as a <br />primary use. New Brighton currently allows theraputic massage in commercial <br />districts if the building is 600 ft. from a residential district or is an accessory use. <br />The amendments relate to allowing therapeutic massage at health clubs and B-2 <br />districts; and licensing requirements. Licensing modifications relate to increasing <br />study hours from 70 to 500 hours, and providing proof the hours were completed at a <br />school registered at the Minnesota Higher Education Office.
