CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION RESTRICTING PARKING ON THE <br />SOUTH SIDE OF 10TH STREET NW BETWEEN 3RD AVENUE NW <br />AND THE EAST CITY LIMITS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />Park and Recreation Director Maurie Anderson presented the installation of a <br />pedestrian bridge at the Family Service Center (FSC). <br /> <br />Plans to install the bridge at the southwest corner were altered due to unstable soils. <br />Staff would like to relocate the bridge to the Polari property in order to connect to the <br />FSC parking lot. A soils analysis was performed and results were favorable for a <br />bridge of this weight and size. This is a natural location to bring people from the <br />parking lot to the FSC. The installation costs include abutments, transportation and <br />placement, and no new budget dollars are required at this time. <br /> <br />Samuelson asked when the parking lot will be constructed. Anderson said the cost <br />for the parking lot is being reviewed in the 1996 budget, and after approval the <br />bridge should be constructed in the spring or summer. <br /> <br />Motion by Williams, seconded by Larson, to APPROVE THE INSTALLATION <br />OF THE PEDESTRIAN BRIDGE AT THE SOUTHEAST FAMILY SERVICE <br />CENTER LOCATION. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Kelley presented development of a School Liaison Officer position at Irondale High. <br /> <br />Previously, staff discussed the position's feasibility with the Mounds View Police <br />Chief and Mounds View School District 621. Last year, a New Brighton Officer was <br />assigned to a pilot program which was very well received by school staff. <br /> <br />The candidate would be an existing New Brighton officer available for field duty on <br />school holidays, vacations, and during the summer. It is proposed the school district <br />provide $37,000, and the cities would share the remaining at a 60/40 split with New <br />Brighton paying 60%. The program will involve youth-service learning, peer <br />mediation, and emphasis on local government in Civics classes. <br /> <br />Benke asked if the position would produce youth service programs. Fulton said the <br />district recognizes these programs are more broader than just the school liaison. <br /> <br />Samuelson asked the result on the pilot program. Kelley senses it worked out well <br />and the school supports the idea.
