Rd. D sign. <br /> <br />Larson asked if the involved communities will pay proportionate shares for the signage <br />and lighting. Guldan said that because the majority of the road runs through Arden <br />Hills, Shoreview, and White Bear Lake, this issue will be discussed. <br /> <br />Guldan thanked the following staff members for their contributions to Rotary Club <br />activities: Chief Kelley and Police Department for safety programs such as the bicycle <br />light program; Park and Rec. Director Anderson and Park Department for their many <br />recreation programs; City Manager Fulton's involvement in the Rotary constitution; City <br />Engineer Proper and staff for identitication of graffiti and removal; and Samuelson for <br />her involvement in fundraisers. Council thanked Gulden. <br /> <br />Gunderman noted a drainage problem involving Ada Samson's property located at 872 - <br />8th Ave. Her property is adjacent to the dental oftice recently constructed on Long <br />Lake Road and 8th Ave, and drainage from the office and construction site has caused <br />continual standing water. The involved parties need to address this issue. <br /> <br />Samson explained that drainage from the nearby townhome driveways tlows onto her <br />property and creates standing water. Previously, this has not been a problem until the <br />construction of the dental office which slopes into the area where drainage previously <br />flowed and now creates runoff into her yard. In addition, the manhole needs to be kept <br />clean to operate effectively. She contacted staff in May of this problem, and has now <br />decided to take her concern to Council. <br /> <br />Gunderman feels residents have the right to see closure to construction projects. In <br />addition to this recent problem, excessive drainage has been running behind these homes <br />for more than 25 years, and it appears that a stone dam has been the culprit. <br /> <br />Larson inspected the site and noted a section of the duplex's parking area contributes to <br />the problem. Originally a drainage ditch provided a place for drainage, but the dental <br />office added more silt to this small drainage area. Also, the stone dam on the westend <br />of the Samson property has cause problems; and he suggested the stone dam be removed <br />and a trench dug to eliminate the runoff. <br /> <br />Fulton and staff investigated the problem in July and spoke to the dental office owner. <br />The owner indicated that Belair Builders will perform ditch work. In the meantime <br />intermediate work was done, but apparently did not remedy the problem. Belair <br />retained Clark Engineering to determine a long term solution. The Clark analysis has <br />been completed, and the City will see that Belair assumes responsibility for a long term <br />solution. He feels real benefit will be seen when road reconstruction occurs. <br />Samson noted the reconstruction will not occur for two years, and feels the drainage <br />ditch should be the immediate focus, and installation of a retaining wall is needed. <br />Fulton has not reviewed the Clark recommendation, but staff will push for a quick <br />resolution. The grading plan did not indicate intrusion into that drainage area, but he <br />believes the problem was caused by a too small drainage ditch, the stone dam, and <br />planting of new sod. Belair is charged with responsibility to clear up the situation.
