CONSIDERATION OF APPROVAL OF THE PACKAGED FOOD <br />LICENSE FOR DONUTS PLUS, 2400 WEST COUNTY ROAD E. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public HeariI~ - 8:00 p.m. - Kindercare Learning Centers <br /> <br />City Planner Erny Mattila presented an application for site plan review and minor <br />subdivision to construct a 10,500 sq. ft. day care facility. <br /> <br />The proposal complies with B-1 standards and parking requirements. The building would <br />face Silver Lake Road at Co. Rd. E and have off-street parking. The wetland area would <br />be mitigated to occupy a portion of the front yard. The three outdoor play areas between <br />the building and residential lots will be buffered with landscaping. The three 30 ft. high <br />light standards will be equipped with blinders if a problem occurs. <br /> <br />The County has given preliminary approval of the curb cut on Silver Lake Road for the <br />access drive. The curb cut would not allow traffic traveling north on Silver Lake Road to <br />cross over the south bound lane into the access road. The road access would be extended <br />south across the remaining vacant lots to Co. Rd. E. This allows for north bound traftic <br />on Silver Lake Road to access the site from Co. Rd. E. The minor subdivision would <br />split the day care site off the remaining property. <br /> <br />The applicant spoke to the owner of Outlot C, and found the owner is uncomfortable <br />committing to the access drive location. Also, the owner is unaware the median break on <br />Silver Lake Road was going to be as far north. Apparently, they thought the median <br />break would be further south to line up with the Kindercare's curb cut on Silver Lake <br />Road. The applicant requests to continue the item to November 28 to provide time for the <br />applicant and owner to confer. <br /> <br />Gunderman asked about the fencing to be used. Mattila noted chain link fencing with <br />black vinyl coating will be placed behind the property line. Kindercare meets all state <br />licensing requirements. Benke noted the Wexford Heights covenants prohibit chain link <br />fencing for residential areas, and questioned the wetland reshaping. Mattila said the <br />applicant's consultant is adhering to federal standards of a protected wetland which must <br />be allowed to exist in its natural state. Benke questioned if this wetland is functionally <br />valuable or will it become an eyesore and asked if landscaping may help. Williams said <br />the area could be planted with wild prairie grasses to maintain a natural state, but he does <br />not envision a manicured landscaped area. <br /> <br />Larson asked if consideration was given to providing a right turn into the property so that <br />people traveling south from Silver Lake Road would have safe access. Mattila will <br />research this. Benke feels consideration should be given to the ultimate use of the <br />southerly parcel.
