JOHN THE BAPTIST <br />CHURCH. <br /> <br />3. <br /> <br />CONSIDERATION OF APPROVAL TO AUTHORIZE FINAL <br />PAYMENT ON PROJECT 94-3 TO MIDWEST ASPHALT FOR <br />$3,000.00; FINAL AMOUNT OF THE CONTRACT IS $745,607.88. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />Public Policy Commissioner (PPC), Gary Horn, presented the PPC recommendation <br />for an action plan for the marketing and selection of advisory commission members. <br /> <br />The PPC objectives were to identify member qualifications for each commission <br />including unique diversity needs; development of a marketing plan; and evaluation of <br />the appointment process. A PPC subcommittee met with each commission to <br />determine specific qualifications. A matrix was created which broke down the <br />desired experience, skills, training, and special considerations for each commission. <br /> <br />Past marketing efforts have been limited to notices in the New Brighton Bulletin and <br />letters to members with expiring terms. To make the process all encompassing it is <br />suggested that: letters be sent to civic groups and the Chamber; setup a table at Town <br />Hall Meeting; post flyers at City offices and other locations; advertise on Cable TV; <br />place articles in City newsletters; announcement at the New Brighton Leadership <br />kickoff; and provide handouts at the License Bureau and new resident packets. <br />Because the Economic Development Commission, Park Board, and Planning <br />Commission typically draw the largest number of applicants and often have the fewest <br />openings; it is suggested marketing emphasize commissions with the greatest need. <br /> <br />The current recruitment/appointment process takes place during the busy holiday <br />season, and appointments are based solely on the application and no interviews are <br />held. The appointments are made in January which makes it difficult for new <br />members to be in attendance at the first meeting. It is suggested that marketing begin <br />October 1 and the Open House be used to promote interest. Council work sessions <br />would be held in early December to pare down the list of applicants. Then the staff <br />liaison would call finalists to make sure they understand the commissioner's role. <br />Appointments would be made by Council in early January and terms effective <br />February 1.
