The three lots were occupied by single family homes which were removed to <br />accommodate the building. The subject lot was platted prior to the homes' removal <br />so the plat does not include those lots. All four lots were combined to create one site, <br />but it was discovered that a 5 ft. drainage easement runs along the west property line <br />of lot 1, block 2, Lakeview Business Campus. This lot is on the east side and the <br />easement runs directly underneath the building. Since all four lots were combined, <br />the easement needs to be vacated and a new easement established on the site. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Samuelson, seconded by Larson, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 7:53 p.m. <br /> <br />Motion by Samuelson, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION VACATING A DRAINAGE EASEMENT, <br />SUBJECT TO THE FOLLOWING CONDITION: <br />1. ESTABLISH A 10 FT. WIDE DRAINAGE EASEMENT AROUND THE <br />WEST PERIPHERY OF THE SITE. <br /> <br />I 5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Finance Director Margaret Egan presented reports necessary to begin work on the <br />1996 budget. Annually, the City adopts a budget which identifies services and the <br />method to finance those services. The City incorporates the Truth in Taxation <br />program which is designed to encourage public involvement in local budgeting. <br /> <br />The proposed 1996 maximum tax levy is $2,864,200 which represents an 8% <br />increase above the 1995 levy. This change is necessary to pay for ongoing services <br />and to finance service enhancements. The public hearing for the tax levy will be held <br />December 7; and the budget will be adopted December 19. Property owners will <br />receive a notice of the tax levy change in mid-November. <br /> <br />The five-year plan contains requests for service enhancements. Final action on these <br />requests will not occur until after Council formally considers the budget.
