<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 12, 1995 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Larson asked Egan to estimate an 8% increase for a $75,000 valued home. Egan <br />estimated the current annual taxes on a $75,000 home to be $140, and the 8% <br />increase would calculate to an additional $10 per year. <br /> <br />Benke reiterated that the 8 % proposal is the maximum amount and staff and Council <br />will continue to review opportunities for reduction. The original amount was 18 %, <br />but through discussions at budget workshops that amount has been reduced. <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION COMPLYING WITH THE TRUTH IN <br />TAXATION PROGRAM; WAIVE THE READING AND ADOPT THE <br />RESOLUTION CALLING FOR A ZERO LEVY IN 1996 FOR THE LAKE <br />DIANE TAXING DISTRICT; AND WAIVE THE READING AND ADOPT THE <br />RESOLUTION AUTHORIZING FINANCING FOR THE CITY'S SHARE OF <br />THE TEMPORARY SIGNAL, PROJECT 93-11. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />In regards to Report No. 95-156, Benke noted that only two bids were received for <br />the 5th Ave. and 10th St. Streetscape and Rehabilitation Project. The low bid was <br />13% over the engineer's estimate of $1,169,435.75 and 39% over the feasibility <br />study cost estimate of $947,470. It is felt that the low number of bids received and <br />the high bid price is due to the current construction market. Both bidders <br />acknowledged that they were unable to get more than one subcontractor to bid on the <br />concrete work. Because of this, staff recommends the bids be rejected and the project <br />rebid in February 1996 when the construction market is more favorable. <br /> <br />Benke requested that staff present a status report at the October 10 meeting to update <br />Council of the construction projects occurring within the City. <br /> <br />Motion by Gunderman, seconded by Larson, to REJECT THE BIDS FOR THE <br />5TH AVE. AND 10TH ST. NW STREETSCAPING AND REHABILITATION <br />PROJECT 95-04, AND AUTHORIZE THE READVERTISEMENT FOR BIDS <br />FOR THE PROJECT IN JANUARY OF 1996. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />The closing for the Rottlund Townhome Project will occur on September 14. The <br />utility contractor will commence the necessary utility work to prepare the site for <br />construction; and it is Rottlund's feeling that construction would begin in November. <br /> <br />The North Metro Mayors Association has requested a special Council meeting on <br />October 18 to discuss revenue shortfalls.
