I

I

I

Council Meeting Minutes
September 12, 1995

Page 5

Announcements and Updates. continued

Ramsey County will cease court services effective October 3 at the New Brighton
City Hall. The reasoning for this decision is the loss of security services at this
location and due to the loss of Bailiffs due to budgeting limitations. Courts concluded
it would be in their best interest to consolidate at the Maplewood Court location,
however, the City Hall will still provide payment services. Fulton feels this decision
impacts residents who will lose court services, and dictates increased overtime costs
to New Brighton Police personnel needing to travel to Maplewood for court
appearances. He is working with the County to look at alternatives for retaining all
or a portion of court services. Benke questioned if the decision reflects upon a
County budget shortfall and the need to provide salaries to bailiffs. Benke agrees this
will reflect negativity in increased overtime. The City is exploring to retain services
which do not require bailiffs or judges; such as court trials, implied consents, and
conciliation court. The City of Mounds View is also unhappy with this decision.
Fulton said the County sheriff is more than happy to provide the necessary manpower
provided his budget is funded adequately.

Staff met with the Senior Advisory Commission to discuss congregate dining,
however, staff did not have opportunity to make a presentation. The Commission
decided to provide seniors an opportunity for input regarding the location change
from Shoreview to New Brighton. Fulton and the Shoreview City Manager have
discussed the potential for two sites. However, the Ramsey County Action Program
which administers the program feels the regionalized single site approach is the
direction the program should take. Fulton feels attaining a win-win situation between
the two cities is desirable, but there is question if demographics warrant two sites.

The 1995 New Brighton Royalty coronation is being played on Channel 16.
Larson thanked the volunteers involved in Stockyard Days and the Antique Car Run.

The Northwest Youth and Family Services fundraiser will be September 14. The

New Brighton Chamber Cadillac Dinner will be September 15.

Williams said the business retention survey identified complaints from businesses
regarding electrical service provided by NSP. Fulton said NSP digested the input and
decided to perform physical plant improvements on feeder lines this spring. Fulton
was very impressed with NSP's action. In a similar note, Benke said the Post Office
has made changes to their hours and mail delivery services as a result of the survey.

Adjournment

Motion by Williams, seconded by Larson, to ADJOURN THE MEETING.

5 Ayes- 0 Nayes, Motion Carried.

Meeting was <l;cijouraed at 8:25 p.m.

~~L

ATTEST:

Announcements and
Updates

Ramsey County
Courts

Congregate Dining

SYD & ACR
Volunteers

NWYFS Fundraiser

Chamber Dinner

Business Retention
Survey

Adjournment
