CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION DECLARING COSTS TO BE ASSESSED, <br />ORDERING PREPARATION OF PROPOSED ASSESSMENTS, AND <br />SETTING A DATE FOR THE SPECIAL ASSESSMENT HEARINGS <br />ON PROJECTS 94-3 AND 94-4. <br /> <br />4. <br /> <br />CONSIDERATION OF APPROVAL TO GRANT A NON- <br />INTOXICATING MALT LIQUOR (BEER) AND FOOD LICENSE TO <br />ST. JOHN THE BAPTIST CHURCH FOR SEPTEMBER 18, 1995, AND <br />TO WAIVE THE LICENSE FEE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearin~ - None <br /> <br />Council Business <br /> <br />City Planner Erny Mattila presented an interim ordinance for temporary signage on <br />Silver Lake Road. <br /> <br />Businesses along Silver Lake Road, from Silver Lane to 3rd St. are experiencing a <br />decline in business due to the Silver Lake Road reconstruction project. The decline is <br />associated with the lack of exposure and limited accessibility during the construction <br />period. To address this concern, staff proposes an interim ordinance which allows <br />each commercial site one temporary sign until September 1, 1996. In the case of <br />multiple occupancy buildings, one sign would be shared by businesses wishing <br />identification. The sign would allow for adequate exposure, yet avoiding sign clutter. <br /> <br />Gunderman asked if the ordinance will meet the needs of the businesses. Mattila said <br />the businesses support the ordinance and agree that one sign per lot is adequate. <br /> <br />Samuelson asked for clarification of the sign locations. Mattila explained that the <br />Silverwood Commercial Center would most likely have one sign identifying several <br />tenants, and Wongs Kitchen and Donuts Plus would have their own signs. Samuelson <br />feels implementing the ordinance is correct because these businesses may have <br />suffered from the construction. Mattila said the businesses are working with the <br />Chamber to develop an advertising campaign for additional exposure. <br /> <br />Gunderman asked if the businesses would be charged a permit fee. Mattila confirmed <br />that the fee would be $40 per sign. Gunderman feels the businesses should not suffer <br />further by paying the permit fee and requests it be waived. <br /> <br />Williams verified that only one reading of the ordinance is required. City Attorney <br />Charlie LePevere asked that Section 2.2 of the ordinance be amended as follows: <br />"provided however that no permit fee shall be required.
