<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 8, 1995 <br /> <br />Page 2 <br /> <br />Public Hearing. continued <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING PL-219. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Special Order of Business <br /> <br />Paul Ciernia, Chair of Northwest Youth and Family Services (NYFS), presented the <br />NYFS annual report. <br /> <br />NYFS is a private, nonprofit agency committed to the needs of youth and family. <br />NYFS' services include: counseling/mental health, youth fathers program, <br />community restitution, awareness seminars, delinquency assessments, employment <br />services, teen health center, youth service learning, and in-home visits. NYFS' <br />financial policy is that when possible, fees are charged for services, but no one is <br />turned down because of inability to pay. A sliding fee schedule is sometimes used. <br />NYFS' total 1994 revenue was $1,086,294, and total 1994 expenses were <br />$1,064,826. Nine neighboring municipalities provide about 16% of the total budget, <br />but the City of Lauderdale has declined to participate. NYFS is the family social <br />service provider for northwest Ramsey County and it depends on City contributions <br />for 16 % of their budget. NYFS represents a uniquely successful cooperative effort <br />between 10 cities, 2 counties, and 3 school districts. <br /> <br />Kay Andrews, NYFS Executive Director, is happy to announce they are approaching <br />the funding level needed for their new facility in Shoreview. They are looking <br />forward to the completion of this new facility, but will maintain a satellite office in <br />the Family Service Center. The NYFS boat ride fundraiser will be September 14. <br /> <br />Samuelson feels the NYFS fills an important niche in the New Brighton community. <br /> <br />Gunderman thanked Ciernia and Andrews for their work and asked if school districts <br />provide contributions. Andrews explained that school districts do not contribute, but <br />do contract from the NYFS for specific services. <br /> <br />Larson is very impressed with the work done at NYFS, and looks forward to the <br />opening of the Shoreview facility. <br /> <br />Benke thanked the NYFS staff for their tremendous efforts and wished them success. <br /> <br />Barbara Ray, Director of Policy Planning for Ramsey County, presented an overview <br />of the Ramsey County Strategic Plan. One of the goals of the Ramsey County <br />Charter was to facilitate the County Strategic Planning effort. The first phase of this <br />strategic planning process was to identify the County's vision and critical issues for <br />15 identified areas. The 15 areas were: Coordination of Land Use, Economic <br />Development, Emergency Services, General Location of Utilities, Highways and <br />Streets, Human Services, Open Space and Parks, Public and Elderly Housing, Public <br />Buildings, Public Health, Public Safety/Law Enforcement, Solid Waste Management, <br />Surface Water Management, Transit, and Youth Development. From these 15 areas, <br />committees were formed and more than 450 citizens participated in the discussion <br />process. This has been an open process and no one was turned away.
