CONSIDERATION TO ACKNOWLEDGE RECEIPT OF A LETTER <br />FROM PARKS, RECREATION, AND ENVIRONMENTAL <br />COMMISSION CHAIR DORRAINE OLSON REGARDING <br />CONGREGATE DINING AT THE FAMILY SERVICE CENTER. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearing - 8:03-8:07 p.m., Vacation of 6th Avenue NW, Report 95-123 <br /> <br />City Planner Erny Mattila presented a request to vacate a portion of the 6th Ave. NW <br />right-of-way (ROW) in the downtown area. <br /> <br />To accommodate the Brighton Green townhome development and the New Brighton <br />Care Center expansion, a portion of 6th Ave. between 8th St. and 10th St. needs to <br />be vacated. A small section of the ROW will be maintained north of 8th St. to allow <br />the apartment building access, the adjacent property owners are supportive. The City <br />Attorney recommended additional language be added to the last paragraph of the <br />resolution, it reads: Provided however, that easements for all public utilities therein <br />are reserved to the City for the public. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Williams. seconded by Samuelson, to CLOSE THE HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 8:07 p.m. <br /> <br />Williams asked when the Care Center will begin construction. Mattila said the Care <br />Center owner expressed interest to begin construction August 1. <br /> <br />Motion by Williams. seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION VACATING A PORTION OF 6TH AVE. NW, AS <br />LEGALLY DESCRIBED, SUBJECT TO THE FOLLOWING CONDITION: <br />1. ESTABLISH EASEMENTS OVER ALL PROPOSED PUBLIC UTILITY <br />LINES WITHIN THE PROPOSED VACATION AREA. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />City Manager Matthew Fulton presented the plan for developing qualifications and <br />marketing descriptions for municipal commissions. <br /> <br />The City identified a need to attract new members to ensure membership and <br />diversity on our commissions to provide for effective commission activities. The <br />Public Policy Commission (PPC) has been assigned the responsibility to focus on <br />skills, experience, training and other guidelines to be used in the decision making <br />process for the annual commission appointment process.
