<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 11, 1995 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Gary Horn, PPC, outlined three objectives: identify the member qualifications that <br />are important for each municipal commission, including any unique diversity needs; <br />develop a marketing plan to attract potential commission members that have the <br />needed qualifications; and evaluate the appointment process and the schedule for <br />appointments to determine if any changes are appropriate. The next step is for each <br />commission to review and discuss their qualification/diversity needs. The PPC would <br />organize this information and present recommendations to Council in October. <br /> <br />Samuelson asked the schedule for commission appointments. Horn said the <br />recommendation includes rescheduling of the appointment process from January to <br />September which may allow for increased interest being the fall is a more productive <br />time than the holidays. Many commissions do not meet during the summer months. <br /> <br />Williams is supportive and feels this gives a clearer view of the commissioner's role. <br /> <br />Motion by Samuelson, seconded by Gunderman, to APPROVE THE PUBLIC <br />POLICY COMMISSION ACTION PLAN FOR THE MARKETING AND <br />SELECTION OF COMMISSION MEMBERS, AND DIRECT STAFF TO <br />FORWARD THIS INFORMATION TO ALL MUNICIPAL COMMISSIONS <br />FOR REVIEW AND CONSIDERATION WITH THE EXPECTATION OF <br />RETURNING FINAL RECOMMENDATION TO THE COUNCIL FOR FINAL <br />APPROVAL BY THE END OF NOVEMBER 1995. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Williams asked if the program's timeline could be shortened so that appointments <br />could be made this year. Horn said the PPC discussed the timeline, but were concern <br />that rushing the project may compromise its outcome. Samuelson agrees that <br />additional time may produce qualified candidates. Williams would favor <br />implementation before January if it allows adequate time for commission review. <br />Horn said the PPC will not meet again until September 27, but the subcommittee will <br />meet prior to that time. Horn feels it would be difficult to move up the process, and <br />the additional time will be constructive. Samuelson favors rescheduling the <br />appointments to September. Williams is anxious to get this project on-line and <br />thanked the PPC for their efforts. <br /> <br />Council commended Horn and the PPC for their work. <br /> <br />Fulton presented the "Leadership New Brighton" Program. The mission statement is <br />as follows: "To identify, develop, and promote incentives and opportunities to <br />encourage a sense of community through involvement and service." The program <br />would provide a celebration and recognition of current volunteers; identify, develop <br />and provide volunteer opportunities; and provide training for community volunteers <br />and leaders. A data base would be created to list leadership and volunteer resources <br />throughout the community. <br /> <br />Through a subcommittee chaired by Nelson Hard, the group identified the program's <br />components. Hard said the subcommittee included representatives from the PPC, <br />staff, Council, and Chamber.
