The auditors found New Brighton to be financially <br />strong and sound financial management resulted in a favorable position to deal with <br />funding level changes. This is evidenced by the reserve balances the City maintains <br />with the general fund, closed bond funds and environmental restoration fund. The <br />City experienced solid property tax and special assessment collection rates. Also, the <br />City received a $7.6 million settlement pursuant to the U.S. Army agreement. <br /> <br />The City was awarded the Government Finance Officers Association's certificate of <br />achievement in financial reporting; and the Distinguished Budget Presentation Award <br />for the 1994 Annual Budget. <br /> <br />Council thanked the financial staff for their excellent performance. <br /> <br />Motion by Larson, seconded by Williams, to ACCEPT THE 1994 ANNUAL <br />FINANCIAL REPORT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Manager Matthew Fulton presented modifications to ponding areas within the <br />Innsbruck Park Estates Addition. <br /> <br />On June 12, Council considered a request by Harstad Homes for modifying the ponds <br />and the stormwater drainage pattern. Staff worked with Ulteig Engineering (Harstad <br />consultant) to review and redesign the stormwater system to accommodate both the <br />developer needs to market specific parcels as well as satisfying storm water drainage <br />requirements without creating potential for flooding. It was concluded that the <br />drainage from Swale 2 can be diverted into the Pond 3/4. Harstad will expand and <br />dredge the silt to accommodate these needs. The emergency overruns will be <br />maintained, and the park trail will be modified. All final grades will be verified to <br />ensure the plan volumes satisfy stormwater needs. Harstad will be responsible for <br />costs associated with modifications to the stormwater management plan. <br /> <br />Benke verified the proposal includes regrading Swale 2 to eliminate the steep banks. <br /> <br />Gunderman asked the location of the safety net. Fulton said the final impact on the <br />pond system will be diverted into the street and through the manhole. City Engineer <br />Les Proper said any excess drainage would temporally run into the intersection of <br />27th Ave. and Innsbruck Dr. for a very short duration and drain into the retention <br />basin in Freedom Park. Gunderman asked if a backup system is provided. Proper <br />said that before drainage could reach a level which would run into adjacent homes, <br />the drainage would flow over the curb into the intersection. If Pond 3/4 overflowed, <br />drainage would flow along the trail and run over the surface into Pond 5 which has an <br />emergency overflow to the street where there are numerous catch basins. <br /> <br />Benke asked if ponding in the intersection could cause problems to adjacent homes on <br />the north side. Proper said the catch basins would take care of drainage before <br />entering these properties. Gunderman asked where Pond 5 would overflow to in <br />Freedom Park.
