The standard requirement for overflow structures is 1-1.5 ft. <br />in elevation from the grass swale to any door or home opening. <br /> <br />Motion by Williams, seconded by Gunderman, to APPROVE THE INNSBRUCK <br />PARK ESTATES STORMWATER MANAGEMENT PLAN. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Emy Mattila presented for consideration the site plan review for Salem <br />Baptist Church, 2351 Rice Creek Road, 560 sq. ft. addition to the youth house. <br /> <br />The applicant requests the original special use permit be amended to allow the <br />expansion for a meeting room for teenagers and the existing sign remain. The house <br />has been in existence for 13 years and there have been no complaints. It is setback 5 <br />ft. from the adjacent easterly lot which the church is in the process of purchasing. <br />The church intents to rent this home out as a residence with no intention of combining <br />this property with the church parcel. The youth house would then be located adjacent <br />to a single family home owned by the church. The fact that in 1982 the City allowed <br />the applicant to convert the original single family home to a youth house without a <br />setback variance contributes a unique twist. The undue hardship would not relate to <br />physical lot characteristics, but would be on the fmding that the property cannot be <br />put to a reasonable use if the variance were denied. If the variance is granted, it <br />would not be detrimental to adjacent properties. <br /> <br />Samuelson asked for an explanation of its current use. Mattila confirmed that the <br />current use involves classrooms on Sundays and Wednesdays for youth education. <br />The proposed use would be a meeting room for youth. <br /> <br />Pastor Paul Widen, Salem Church, said the church wants to provide a position impact <br />on youth lives which will keep them out of the judicial system and offer counseling <br />and a safe place. The house is called "The Bridge" and would reach out to young <br />people. The church recently hired a youth minister to assist with this program. <br />Samuelson wished the church luck in their endeavors. <br /> <br />Benke said the original agreement noted Sunday and Wednesday operations and asked <br />if this will continue. Mattila said the proposed agreement states the days and hours of <br />operation to be Sunday mornings and evenings and Wednesday evenings. Benke <br />noted that Pastor Widen has agreed to help with a joint venture with other community <br />and church leaders to assist the youth in the community. <br /> <br />Gunderman commended the Church for their efforts. <br /> <br />Williams said at the Planning Commission meeting, the adjacent neighbors were <br />supportive, but one neighbor asked for realignment of some lighting.
