APPROVAL AND CONTINUING COMPLIANCE WITH SP-187 AND <br />VN-301; AND WAIVE THE READING AND ADOPT THE <br />RESOLUTIONS APPROVING SP-187 AND SUBJECT TO <br />CONDITIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented a site plan review to construct a 4,672 sq. ft. office building. <br /> <br />The property is located near the 200 blocks of Silver Lake Road. The site plan <br />complies with the B-3 district and parking requirements. The building would be the <br />final step in creating a tier effect of land use. The building would have a minimal <br />impact on surrounding land uses and would create small amounts of traffic. <br /> <br />The applicant, Mark Besser, proposes to pave the 10 ft. access easement along the <br />south property line of the Silver Woods Office Building, and a retaining wall would <br />be constructed along this property line. The City Forester recommends that the <br />Dogwood shrubs in the median areas be replaced by Redmond Linden. A joint curb <br />cut with the Silver Woods property has been approved by Ramsey County. <br /> <br />Benke noted a wood retaining wall along the east property line, and asked if there <br />could be drainage concerns. Mattila said the drainage and grading plans has been <br />reviewed and approved by the City Engineer. The Planning Commission <br />recommends approval. Mattila noted that the trash enclosure has been relocated. <br /> <br />Samuelson said the front of the building appears to have less green space than the <br />back and the south. Besser said the neighboring property, Jehovah Witness Church, <br />is using the same excavating firm and has been clearing the property for construction. <br />The area will be eventually cleared to provide for landscaping. Benke noted that the <br />Silver Lake Road reconstruction process will begin shortly. <br /> <br />Motion by Samuelson seconded by Larson, to APPROVE LP-304 SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br />1. APPROVAL OF THE GRADING AND DRAINAGE PLAN BY THE <br />CITY ENGINEER. <br />2. REPLACE THE DOGWOOD SHRUBS IN ALL PARKING MEDIANS <br />WITH THREE REDMOND LINDEN TREES IN EACH MEDIAN AND <br />REPLACE THE COLORADO BLUE SPRUCE WITH BLACK HILLS <br />SPRUCE. <br />3.
