To provide employees the opportunity to improve their <br />computer expertise, a lease purchase program is proposed. Employees will indicate <br />their interest and then prices will be received for desired computer hardware and <br />software through our existing vendor, Alt-Kie. The computer system will be identical <br />to the recently purchased computers. If an employee already has an existing system, <br />they will be given the opportunity to make modifications. The employee would make <br />an initial contribution of $250 or 10%, whichever is less, with the balance deducted <br />from each payroll check for a period not to exceed 36 months. At the end of the <br />lease, a final payment of 10% or $200 will terminate the lease at which time the <br />employee will have full ownership. The costs associated will be dependent upon <br />employee interest. Based on initial estimates, a computer system including hardware, <br />modem, communication software, system software, and printer would be $3,500. <br /> <br />Benke asked if the consultant will install the software. Fulton noted that Alt-Kie will <br />help load the necessary software and the employee will transport their system home. <br /> <br />Samuelson asked if there is a provision in regards to an employee terminating <br />employment before the time of the lease expiration. Fulton said that if an employee <br />terminates within 18 months of the lease, the City has the right to take the machine <br />back. An employee could prepay the amount without a penalty. <br /> <br />Williams asked if this will be an alacart system. Fulton said there will be a base <br />model consistent with the City's current system and other components can be <br />purchased. <br /> <br />Benke feels this is an excellent idea and commends staff. <br /> <br />Motion by Gunderman, seconded by Samuelson, to AUTHORIZE CITY <br />MANAGER TO PROCEED WITH ESTABLISHING A MUNICIPAL <br />COMPUTER LEASE PURCHASE PROGRAM. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented the 1995 pay plan adjustments for non-union personnel. In <br />December 1994, Council approved the 1995 pay plan for non-union personnel based <br />on a 2.25% increase (2% granted 1/1/95 and .5% granted 7/1/95). In June, Council <br />approved a two year contract with the Park and Public Works Union which included <br />a 2.5% increase 1/1/95; and a 2.5% increase 1/1/96. It is City practice to keep <br />increases among all employee groups equal. A wage amendment of .5 % for all non- <br />union employees, retroactive to January 1, 1995 would be in order.
