AND ORR SCHELEN MAYERON AND ASSOCIATES, INC. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearing ~ None <br /> <br />Council Business <br /> <br />City Planner Erny Mattila presented a site plan and non-conforming use permit to <br />construct an 810 sq. ft. car wash addition onto the Amoco at 1201 Silver Lake Road. <br /> <br />The addition complies with B-3 district and parking standards, and will be attached to <br />the station's east side. The station was constructed with a driveway and parking area <br />10 ft. from the north property line. Current setback requirements for drives and <br />parking areas is 25 ft.; but the existing encroachment is not detectable to the north <br />because of a privacy fence and evergreen screen. In November 1994, Council <br />determined the applicant reduced this nonconformity to the greatest extent. The <br />Planning Commission recommends approval of the addition. The applicant proposes <br />a one-way entrance from Silver Lake Road along the back side and out onto Palmer <br />Drive. Parking would be east of the car wash and involves an one-way parking <br />situation. Staff feels the applicant has done everything to reduce the nonconformities. <br /> <br />Samuelson originally noted concern of the turnaround area, but now feels it is <br />adequate. Mattila said the traffic would flow one way throughout the property and <br />the existing storage area will not be intended for a second car wash. <br /> <br />Bob Smith, applicant, said the car wash will be one of the new touchless models and <br />feels it is an excellent addition to the station. Benke agrees it is a positive step, but <br />feels signage should be installed to note the one-way pattern. Smith will investigate <br />signage. Williams feels the diagonal parking should assist in directing traffic. <br /> <br />Motion by Williams, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING NC-99; AND APPROVED LP-302, <br />SUBJECT TO THE FOLLOWING CONDITION: <br />1.
