<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Proceedings <br />May 23, 1995 <br /> <br />Council Business. continued <br /> <br />Mattila presented the continuation of a request to split an existing single family parcel <br />into two single family lots, PL-217 - Knoll. <br /> <br />Motion by Gunderman, seconded by Williams, to CONTINUE PL~217 TO ALLOW <br />THE APPLICANT TIME TO DISCUSS THE ENCROACHMENT ISSUE WITH <br />HIS NEIGHBOR. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Economic Development Specialist Jill Hanson presented the negotiation agreement <br />between the City and Patio Enclosures, Inc. <br /> <br />Patio Enclosure proposes to purchase the southern parcel of the Robinson Coach site <br />and build a showroom/warehouse to sell sunrooms and ancillary products. A <br />development agreement will be brought before the Council in June. The company <br />will be conduct geo-technical and environmental investigations and will deposit <br />$2,500 to cover the costs of the agreement preparation. The deposit will be credited <br />toward the land purchase. The agreement's key terms are as follows: <br />1. Total project cost will be $500,000, preliminary figures from Ramsey County <br />estimate the taxable value at $350,000. <br />2. Commits to construct a 11,680 sq. ft. building valued at $30 per sq. ft. <br />3. Purchase price of $75,000 to be paid at closing. <br />4. Prohibition against the transfer of the property, and the title will revert to the <br />City in the event the project does not go forward. <br />5. Project construction will be completed by December 31, 1995. <br /> <br />The Economic Development Commission voted to support the proposal. <br /> <br />Gunderman asked the parcel's acreage. Hanson said the parcel is a little over two <br />acres and is divided by the railroad. This proposal involves the southern portion. <br /> <br />Samuelson asked if tax increment financing is involved in the project. Hanson <br />explained that not in the sense that the City would assist Patio Enclosures, but tax <br />increment financing was used to purchase and clear the site originally. <br /> <br />Benke feels the proposal would be a positive addition to the area. <br /> <br />Motion by Gunderman, seconded by Samuelson, to AUTHORIZE STAFF TO <br />PREPARE A DEVELOPMENT AGREEMENT WITH THE PROPOSED <br />TERMS BETWEEN THE CITY OF NEW BRIGHTON AND PATIO <br />ENCLOSURES, INC. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Assistant to the City Manager, Barbara Jeanetta, presented an analysis for the <br />increased use of volunteers. <br /> <br />At the 1995 Council and staff retreat, Council requested research into establishing a <br />volunteer program.
