Report 95-059 <br />Resolution 95-027 <br /> <br />Hearing was closed at 7:42 p.m. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION DENYING PL-215. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearin~ - 7:45-8: 15 p.m. - Project 95-3 Street Reconstruction <br /> <br />City Engineer Les Proper explained that the streets involved in this project portions of <br />Erin Court, Long Lake Court, Mississippi Circle, Mounds Ave., Oriole Ave., <br />Rainbow Ave., Thorndale Ave., Valley View Ave., Violet Lane, and Violet Court. <br />The reconstruction is recommended because of the streets' age and poor conditions. <br /> <br />The proposed construction consist of concrete curb repair where concrete curb and <br />gutter exists, and the installation of barrier-type concrete curb and gutter where <br />bituminous curb exists or there is no curbing. The surface will be constructed to a 7- <br />ton design thickness standard 32 ft. road width. <br /> <br />Several areas needing new storm sewer, storm sewer repair and storm sewer <br />extensions are included in this project. There is a need to install a storm sewer on <br />Thorndale, Rainbow, and Oriole Avenues, and Valley View Lane north of <br />Mississippi St. The grades are very flat on these streets and surface run-off has to <br />travel long distances to get to the existing storm sewer. The storm sewer between <br />Erin Ct. and the railroad tracks has had problems with sink holes and backyard <br />flooding. Staff recommends that the existing Erin Ct. storm sewer be extended north <br />along the alley to the cul-de-sac at the end of Valley View Lane. The existing <br />watermain on Mounds Ave. between Violet Lane and Thorndale Ave. has a long <br />history of breaks and will be replaced. <br /> <br />The total project cost would be $863,600. The storm sewer portion would be <br />$93,700 and portions would be paid by special assessments and the storm water utility <br />fund. The new storm sewer on Thorndale, Rainbow, and Oriole Avenues would be <br />paid by special assessments. The storm sewers being paid from the storm water <br />utility fund include the existing storm sewer replacement from Erin Ct. to the tracks, <br />the storm sewer extension north along the alley from Erin Ct. to the Valley View <br />Lane cul-de-sac, and the storm sewer extension on Mississippi St. between Thorndale <br />and Oriole Avenues. The storm sewer assessment rate would be $386/10t. <br /> <br />The street and curb portion is $718,000 and will be partially special assessed and paid <br />for by the City. The estimated street assessment rate with existing concrete curb and <br />gutter will be $835/10t; the street assessment rate with existing bituminous curbing <br />will be $I,375/1ot; and the street assessment rate with no existing curb will be <br />$2,135/1ot.
