Benke acknowledges Larson's concerns. Williams feels <br />all contractors should be up-to-date on Legislature issues. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ORDERING THE IMPROVEMENT AND <br />AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS <br />FOR PROJECT 95-3, STREET RECONSTRUCTION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearini - 8:25-9: 15 p.m. - Project 95-4 Street Reconstruction <br /> <br />Proper presented the streetscaping and rehabilitation project for 10th St. and 5th Ave. <br /> <br />Bill Sanders, streetscape architect, said the project is broken into three areas. Area 1 <br />(8th St. to 10th St. along 5th Ave. and including Brighton Green Townhomes, Village <br />Center, Family Service Center, and Care Center). The plan includes sidewalks, curb <br />and gutter, road surfacing, street lighting, and boulevard landscaping. The existing <br />width will remain, except in front of City Hall where the road will be reduced by 5 <br />ft. to save Elm trees. The proposal includes 7 ft. boulevards and 8 ft. sidewalks with <br />ornamental street lighting and trees on both sides. Area 2 (8th St. to 5th St.) includes <br />road surfacing, curbing, sidewalk, and retaining walls. Some right-of-way will be <br />acquired. The sidewalk will be 8 ft. wide and street lighting will be installed. The <br />triangle will be landscaped with trees, sod, and plantings. Area 3 (10th St. to 35W), <br />involves curb and sidewalk repair, and boulevard plantings. <br /> <br />Proper said the total estimate project cost is $1,232,250. Area 1 improvements <br />would cost $687,750, and Ramsey County would pay $83,300 for street work. The <br />sidewalk and landscaping costs will be shared by City MSA Funds, City Tax <br />Increment, Brighton Green, Village Center, and the Care Center. Area 2 would cost <br />$384,000; and Ramsey County would pay $43,300 for street work. The remaining <br />costs would be shared by City MSA Funds and Special Assessments. This project <br />includes right-of-way acquisition costs. Area 3 would cost $160,500; and Ramsey <br />County would pay $30,000 of that amount for street work. The remainder would be <br />paid by City MSA Funds and special assessments. The time requirements needed for <br />right-of-way acquisition may make it impractical to construct in 1995. To avoid two <br />years of construction, postponement of the entire project should be considered. <br /> <br />Fifth Ave. is a Ramsey County Road, and the County has agreed to advance the <br />project and participate in the cost in exchange for the City's acceptance of the <br />turnback of 7th St. from 8th Ave. to Silver Lake Road. Seventh St. functions as a <br />collector street and should logically be under City jurisdiction. Staff will work with <br />the residents in regards to trees affected in this project. <br /> <br />Samuelson noted the assessment amount is much smaller than other projects. Proper <br />said the properties on both sides of 5th Ave. between 8th and 7th St. would be <br />assessed $9/front ft. These lots vary in size but many are about 75 ft. wide.
