When asked if <br />the City should bore this assessment portion, Margaret Egan, Finance Director, <br />stated it is more of a policy issue than a financial concern. Fulton agrees this is a <br />policy issue being that neighboring properties have been assessed for previous <br />projects. Proper said some properties have galvanized iron water services which need <br />to be replaced at a cost of $600/lot. <br /> <br />A resident asked if the curbing from 7th St. to the south would remain the same. <br />Proper said the curb would be aligned with the north curb line. This resident has <br />seen his yard slowly whittled away, and has had problems with front yard runoff. <br /> <br />Dale Wyttenback, 203--10th St., asked if access will be maintained during <br />construction. Proper said access will be maintained, except for one week when <br />curbing is installed. <br /> <br />Mr. Kristyniak, 778--5th Ave., asked the right-of-way acquisition purchase price. <br />Proper said the purchase price will be $3 per sq. ft. and is comparable to other <br />projects. Kristyniak asked what retaining wall materials will be used. Proper said <br />the wall will be constructed of modular blocks. Kristyniak feels the boulevard should <br />be concrete to prevent damage from snowplow and sand/salt materials. Proper said a <br />sodded boulevard will take extra maintenance, but will be a desirable amenity. <br />Sanders confirmed that 12-15 ft. Norway Maples will be planted along 5th Ave. <br />Kristyniak asked if the heavy commercial truck traffic traveling on 5th Ave. could be <br />banned. Benke said 5th Ave. is a County road and serves as an important arterial <br />roadway and provides access for commercial vehicles. Williams likes Kristyniak's <br />idea of eliminating 5th Ave. truck traffic, but questioned its feasibility. Benke noted <br />that many trucking operations are moving north and it may eventually reduce traffic. <br />Williams said the new townhomes should give the roadway a residential feel. <br /> <br />Cheryl Selinski, 745--5th Ave., feels truck speeds need to slowed, and asked if her <br />property will need a new water service. Proper said staff will contact Selinski if the <br />water service needs to be replaced. <br /> <br />A resident questioned the 5th Ave. traffic patterns. Proper said the County will <br />review these patterns during reconstruction. <br /> <br />A resident asked if her assessment will be larger due to the retaining wall height, and <br />if her property will be acquired. Proper verified that all lots will be assessed $9/front <br />ft. linear regardless of height. Benke said the acquisition process is still underway. <br /> <br />Cindy Spears, 745--5th Ave., noted her hill's height and asked if fencing will be <br />required. Proper said her property will include installation of a decorative wood <br />railing as part of the project. Spears asked to customized her railing. <br /> <br />Jolene Funk, 663--5th Ave., asked the proposed sidewalk width, and added that her <br />home is now very close to the road. Proper said 1.5-3 ft. will be acquired for the <br />sidewalk.
