I

I

I

Council Meeting Minutes
April 25, 1995

Page 8

Public Hearin~. continued

Williams asked if staff has identified any wildlife in this area. Anderson said staff
walked the site and observations of wildlife residing in this area include ducks,
muskrats, and Redwing Blackbirds. However, there has been no indication of Heron
nesting grounds.

Williams noted the high demand for grant money. and questioned the project's
priority. Benke noted that the walkways will be installed in a relatively small area,
and suggested the boardwalk's size be reduced to hold down costs. Anderson said
that because it is envisioned the proposed 800 ft. boardwalk will receive extensive use
from school children, that length is needed to support a classroom of 25-30 or even
weekend traffic.

Gunderman noted the Wood Lake Trail System in Richfield which is similar to this
proposal; he feels the amenity is worthwhile and supports the project. Williams feels
the Wood Lake Trail system is of an entirely different scale than this proposal.

There were no comments from the audience.

Motion by Larson, seconded by Samuelson, to CLOSE THE HEARING.

5 Ayes - 0 Nayes, Motion Carried.

Hearing was closed at 9:30 p.m.

Motion by Gunderman, seconded by Williams, to AUTHORIZE STAFF TO
SUBMIT A LAWCON GRANT FOR A NATURE STUDY WALKWAY AT THE
FAMILY SERVICE CENTER AND TO WAIVE THE READING AND ADOPT
A RESOLUTION AUTHORIZING SUBMITTAL OF A LA WCON GRANT.

5 Ayes - 0 Nayes, Motion Carried.

Council Business

Anderson presented the joint membership program with the City of Shoreview.

The cities of New Brighton and Shoreview have proposed a joint membership in their
two recreational facilities. The New Brighton Parks, Recreation, and Environmental
Commission supports the proposal. The Shoreview Park and Recreation Commission
recommends only a summer membership. The special would run four months (June-
September) and cost $145 for resident family memberships of either city and $190 for
non-residents. Individual memberships would be pro-rated. Existing memberships
would have opportunity to buy the special and given a 4 month extension. Larson
feels both community centers compliment each other and supports the idea.

Benke received comments regarding interest of a swimming facility at the FSC.
Anderson was approached by the City of Roseville regarding a possible joint
membership to include the Roseville indoor ice arena.

Williams asked if the playground could become overloaded. Anderson feels
attendance should decrease in the summer and does not see a problem. However, if a
winter membership was offered, it would prohibit use during the peak hours.

Public Hearing

LA WCON Grant
Application
Report 95-062
Resolution 95-030

Council Business

Joint Recreation
Membership
Report 95-063
