Fulton confirmed that <br />other funding sources could be explored, but the property tax freeze and the current <br />Senate version prohibits municipalities from issuing debt and puts a severe burden on <br />a City's ability to perform infrastructure improvements. In the Five Year Financial <br />Plan, the most major impact on subsequent year budgets relates to work performed on <br />the infrastructure which uses a variety of funding mechanisms including direct levies <br />as well as general improvement bonds. Fulton feels this freeze would have the <br />potential of severely retarding the City's ability to continue to perform infrastructure <br />improvements. Staff will pay close attention to this ever-changing issue. Both Rep. <br />Pellow and Sen. Novak are aware of the potential impact of this issue. <br /> <br />Larson noted the project involves stormsewers for Thorndale, Rainbow, and Oriole <br />Avenues. Proper said that currently, runoff is being absorbed through the road <br />cracks and into the sandy soil. However, when the new street is installed this runoff <br />will have no where to go and the proper way is to built the stormsewer. Larson <br />confirmed that the alley going from Valley View to Erin Court will be included in the <br />curb and gutter project. <br /> <br />Motion by Samuelson, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ACCEPTING THE FEASIBILITY STUDY AND <br />CALLING FOR A PUBLIC HEARING ON PROPOSED IMPROVEMENT <br />PROJECT 9S~3. STREET RECONSTRUCTION. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented the use of MSA street funds for the Silver Lake Road traffic project. <br /> <br />Previously, Council approved an agreement with Ramsey County for the installation <br />and maintenance of new traffic control signals at the Silver Lake Road/Palmer <br />Drive/Innsbruck Drive intersection. Under this agreement, the City will participate in <br />the cost for Innsbruck Drive and Palmer Drive which are City streets. The City's <br />contribution would be $43,301 and paid from State Aid Street Funds. The proposed <br />resolution is needed to use City State Aid Street funds for the emergency vehicle <br />preemption equipment and the estimated cost for this part of the system is $2,000. <br /> <br />Motion by Samuelson, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING THE USE OF MSA FUNDS ON <br />THE SILVER LAKE ROAD TRAFFIC SIGNAL PROJECT. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Dale Wyttenbach asked if the 10th Street survey has been completed. Proper said the <br />right-of-way lines have not been located, but will call Wyttenbach when the <br />information is complete.
