<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 11, 1995 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Fulton said Arden Hills will be undertaking this year that portion on the other side of <br />the 35W bridge. He feels the coordination of these projects into one season seems to <br />merit consideration. Benke feels the street work should be completed at the same <br />time of the new townhomes construction. If the projects are performed concurrent, <br />Benke requested staff to consider detour and traffic flow issues. Fulton said the real <br />obstacle in performing the project in 1995 relates to the right-of-way acquisition <br />process. If all the property owners involved were willing sell their land areas, then <br />the project can be completed much sooner. Benke asked if a survey of those property <br />owners could be performed before the Public Hearing. <br /> <br />Samuelson feels it will be wonderful to have the heart of town looking nice, and <br />asked how the City's cost portion will be funded. Proper said the City's tax <br />increment portion of $110,000 will be used to provide wider sidewalks, pavers, <br />landscaping, and other amenities. This contribution was derived from the monies <br />included in the development agreements with Brighton Green, Village Center, and the <br />Care Center. The Brighton Green portion also includes park dedication fees. <br />Samuelson verified that monies are in the budget and no tax levy dollars will be used <br />for this project. <br /> <br />A mailing to property owners will be sent April 14, and the Public Hearing will be <br />held at 7:30 p.m. on April 25. <br /> <br />Benke noted a major chunk of the road near City Hall has been settling and asked if <br />permanent corrections will be performed so the street will not continue to sink. <br />Proper said the plan is to remove the road surfacing and recompact the surface to <br />create an attractive road section. Benke requested that if bad soils are found they <br />should be corrected before the road is rebuilt. Benke thanked staff and the consultants <br />for their work in bringing this project forward in an affordable, but high-quality <br />streetcape plan. <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ACCEPTING THE FEASIBILITY STUDY AND <br />CALL FOR A PUBLIC HEARING ON PROPOSED IMPROVEMENT <br />PROJECT 95-4, 5TH AVENUE AND 10TH STREET NW STREETSCAPING <br />AND REHABILITATION PROJECT. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented the feasibility study for improvement project 95-3. <br /> <br />Benke confirmed that the street improvement project include portions of: Erin <br />Court, Long Lake Court, Mississippi Circle, Mounds Ave., Oriole Ave., Rainbow <br />Ave., Thomdale Ave., Valley View Lane, Violet Lane, and Violet Court.
