The Area 1 <br />project cost would be $688,000; and of that Ramsey County would pay $83,300 for <br />street work. The sidewalk and landscaping costs will be shared by City MSA Funds, <br />City Tax Increment, Brighton Green, Village Center, and the Care Center. <br /> <br />Project costs for Area 2 would be $384,000; and of that Ramsey County would pay <br />$43,300 for street work. The remaining costs would be shared by City MSA Funds <br />and Special Assessments. This project includes right-of-way acquisition costs. <br /> <br />The Area 3 project cost would be $160,500; and Ramsey County would pay $30,000 <br />of that amount for street work. The remainder would be paid by City MSA Funds <br />and Special Assessments. <br /> <br />If the project is approved, staff recommends a project team be created consisting of <br />the Sanders firm for landscape architecture; Holmes and Graven for right-of-way <br />acquisition; and Orr, Schelen, Mayerson and Accts for road design. <br /> <br />A neighborhood meeting was held on March 30, and 6 persons were in attendance. <br />The general feeling was the residents supported the project. <br /> <br />Proper noted the time requirements to acquire the right-of-ways for Areas 2 and 3 <br />may make it impractical to construct in 1995. To avoid the inconvenience of two <br />years of construction, the postponement of the entire project should be considered. <br /> <br />Dale Wyttenbach, 203--lOth St., noted concern of the proposed width of 10th Street. <br />Proper said one option would be a 46 ft. width road section which would allow for <br />more boulevard space on the south side and a parking ban. Arden Hills is proposing <br />a 46 ft. road on the other side of the 35W bridge. Because of this there appears to be <br />some basis in proposing a 46 ft. section. Benke confirmed that the sidewalk will be <br />located on the southside, and feels the parking ban would provide better visibility. <br />Proper confirmed there would be no cost savings in narrowing the road. Benke <br />questioned if parking is needed on both sides of the road. Proper said overflow <br />parking may be needed for Family Service Center customers. City Manager <br />Matthew Fulton added that Golden Pond residents have historically asked for a <br />parking ban on the southside. Benke feels this issue can be discussed at the April <br />25th public hearing. <br /> <br />Larson noted Wyttenbach's concerns regarding speed levels of vehicles traveling over <br />the bridge and down 10th Street. Because of this concern, Larson asked if signs <br />could be installed which note a school location is nearby. Proper will see that signs <br />will be installed to caution drivers of an upcoming school location. <br /> <br />Proper acknowledged that the City's MSA account will reflect heavy expenditures <br />because of reconstruction projects, and staff will prepare a report for City Manager <br />review. Some interim loans to the City itself will be needed if these projects are <br />performed in 1995; then the City would repay its allotment in 1996.
