<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 11, 1995 <br /> <br />Page 2 <br /> <br />Special Order of Business. continued <br /> <br />Motion by Benke, seconded by Larson, to ACCEPT A $1,500 DONATION FROM <br />LITTLE LAKES LITTLE LEAGUE AND AUTHORIZE EXPENDITURE OF <br />$896 FROM THE COMMUNITY INVOLVEMENT FUND. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Consent Agenda <br /> <br />Motion by Samuelson, seconded by Larson, to APPROVE THE CONSENT <br />AGENDA ITEMS AS FOLLOWS: <br /> <br />1. <br /> <br />CONSOLIDATED VOUCHERS: 063156-063354 FOR A GRAND <br />TOTAL OF $1,583,887.91. <br /> <br />2. <br /> <br />CONSIDERATION OF APPROVAL TO ADOPT THE HOUSING <br />STUDY WORK PROGRAM AND HAVE THE HOUSING <br />COMMITTEE BECOME PART OF THE PLANNING COMMISSION <br />FUNCTION, AND THE CITY COUNCIL APPOINT EX-OFFICIO <br />MEMBERS TO ASSIST THE HOUSING COMMITTEE. <br /> <br />3. <br /> <br />CONSIDERATION OF APPROVAL TO CHANGE THE TITLE OF <br />THE PARKS, RECREATION AND NATURAL ENVIRONMENTAL <br />COMMISSION TO PARKS, RECREATION AND ENVIRONMENTAL <br />COMMISSION. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearinll - None <br /> <br />Council Business <br /> <br />City Engineer Les Proper presented the feasibility study for proposed improvements <br />to portions of 5th Avenue and 10th Street NW. <br /> <br />Bill Sanders, Sanders, Wacker, Wehrman and Bergly, explained that project is <br />broken down into three areas. Area 1 (8th St. to 10th St. along 5th Ave. and <br />including Brighton Green Townhomes, Village Center, Family Service Center, and <br />Care Center). The plan includes sidewalks, curb and gutter, road surfacing, street <br />lighting, and boulevard landscaping. The existing road width will remain, except in <br />front of City Hall and the Challenger Memorial where the road will be reduced by 5 <br />ft. So that the Elm trees will be saved. The proposal includes 7 ft. boulevards and 8 <br />ft. sidewalks with ornamental street lighting on both sides of 5th Ave. and trees <br />planted on both sides of the sidewalk. <br /> <br />Area 2 (8th St. to 5th St.) includes road surfacing, curbing, sidewalk, and retaining <br />walls. Some right-of-way will be acquired. The sidewalk will be 8 ft. wide and <br />street lighting will be installed. The triangle will be landscaped with new trees, sod, <br />and plantings. Benke confirmed that the plantings will not obscure site distances. <br />Samuelson asked if the trees could cause problems after growing bigger.
