IN THE AMOUNT OF $27,109. <br /> <br />4. <br /> <br />CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION PERTAINING TO THE MINNESOTA <br />EMERGING COMMUNICATION SERVICES ACT OF 1995. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />Police Chief John Kelley presented for consideration the purchase of Mobile Digital <br />Terminals and Computers for the Police and Fire Departments. <br /> <br />In 1990, Council authorized the Police to become involved in a county-wide process <br />for utilization of in-vehicle data terminals. After much research, staff selected <br />ElectroComm as the vendor. Council authorized a purchase/installation cap of <br />$80,000, but later postponed purchase while staff explored non-Ramsey County <br />options for dispatch services. Staff spoke to Anoka and Hennepin Counties, but <br />found no interest in the dispatch option. Staff was then authorized to resume the <br />mobile terminal process. <br /> <br />Kelley said special recognition should go to Officer John Cusick and Detective Gary <br />Sykes for their efforts. Both men field tested two models and after considerable <br />effort, selected the ElectroComm product. Only one other Police agency in the U. S. , <br />Clarkstown, New York, is now using the Mobile Digital Terminals. The vendor <br />installing the City's computer network system was amazed that New Brighton is on <br />the cutting edge of this technology. The system will have dumb terminal ability for <br />message switching, and will function with software compatible with the network. <br />Officers will be able to write their reports and daily logs while in their squad. The <br />Fire Department will purchase 2 MDT's and two laptops which will run on <br />ElectroComm software. The Police explored the use of laptops, but felt they were <br />not durable to function in the police car environment. Sykes demonstrated the <br />selected product to the Council. <br /> <br />Williams asked what type of data will be programmed into the computer. Sykes said <br />the terminal would be connected by modem and radio to Ramsey County's CAD <br />system. By this process, an officer can access State files such as driver licenses, <br />warrants, addresses, and call history. The files would be downloaded onto a RAM <br />card and brought into the office for printing. Williams asked if the manufacturer <br />would provide training.
