<br />Council Meeting Minutes <br />February 14, 1995 <br /> <br />Page 10 <br /> <br />Council Business. continued <br /> <br />The City is attempting to decrease its ISO rating from 5 to 4. The ISO rating is a <br />recognized scale that measures a community's firefighting capability, and is tied <br />closely to commercial property insurance pricing. The current number of <br />firefighters needed to respond to a structural fire is 15. A telesquirter decreases that <br />number to 11. <br /> <br />The next replacement truck after this purchase would be the Fire Chief's truck, <br />scheduled for 2002. The next pumper replacement would be in 2017. <br /> <br />Fulton believes one benefit in the purchase would be the reduction of insurance <br />premiums for the City's commercial and residential properties. Benke agreed that <br />the insurance premiums savings could far exceed the initial cost of the vehicle. <br />Fulton said businesses will need to be contacted if the ISO rating changes. <br /> <br />Frieden explained that the telesquirter is a 65 ft. aerial device on top of a pumper <br />truck. The chassis would be modified to get as much manpower to the site as <br />possible and that may involve enlarging the cab size. The Department would let the <br />bids in October and then present recommendations to Council in December. He <br />noted that the average increase in 1996 vehicle costs will be 4 %; and staff intents to <br />submit recommendations before the increase is installed. <br /> <br />Williams asked if the rungs of the telesquirter ladder could ice up during inclement <br />weather and be dangerous to personnel. Frieden said the truck would be stored <br />inside and away from the elements. Benke asked if the ladder could be reinstalled <br />on top of another vehicle. Frieden feels the ladder would be in the same condition <br />as the truck in 20 years. <br /> <br />Motion by Gunderman, seconded by Larson, to DIRECT STAFF TO DEVELOP <br />PLANS AND SPECIFICATIONS FOR THE PURCHASE OF A 65 FT. <br />TELESQUIRTER FIRE VElDCLE TOWARD THE END OF 1995 WITH <br />EXPECTED DELIVERY IN EARLY 1997. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented for consideration Civil Service Commission (CSC) appointments. <br /> <br />In January, Council appointed the Public Safety Commission (pSC) which included <br />the three CSC members. Commissioner Leland Schultz subsequently resigned and <br />this created a vacancy on both Commissions. Geri Evans is currently a member of <br />the PSC and her term expires December 31, 1996. She previously served as a CSC <br />member for several terms and has agreed to be reappointed. Commissioners George <br />Carlson and Ann Hoffman support her appointment. <br /> <br />Motion by Williams, seconded by Samuelson, to APPOINT GERI EVANS TO A <br />THREE YEAR TERM EXPIRING DECEMBER 31, 1997 TO THE POLICE <br />CIVIL SERVICE COMMISSION. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Benke noted Report 95-018, Purchase of New City Vehicles, and asked why the <br />lower mileage vehicles are being replaced.
