<br />. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 14, 1995 <br /> <br />Page 7 <br /> <br />Council Business. continued <br /> <br />Williams noted that the petition of support did indeed list 18 individuals who oppose <br />the inclusion of gasoline sales at this location. <br /> <br />Tarr said both the City Planner and Planning Commission did not express issue with <br />the turning radius'. He feels the Council decision reflected voiced opinions by <br />residents in attendance at the last meeting. He noted that the petition includes 110 <br />signatures in support of gas sales, and the customers of New Brighton want gas at <br />this location. Tom Thumb is trying to compete, but is barely making it. <br /> <br />Benke acknowledges that it is not often that Council disagrees with the Planning <br />Commission or staff, however, Council reviews each proposal on a broader <br />perspective. The Council has a history of listening to the facts, and in this case, <br />Council feels this would not be an appropriate site for gas sales. <br /> <br />Williams feels there are many other nearby locations to purchase gas and feels this <br />is merely a convenience issue. Those living nearby would be clearly affected <br />adversely by the proposal. <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTIONS DENYING SP-185, VN-300, AND NC-98; AND <br />DENY LP-298. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Assistant to the City Manager Barb Jeanetta presented for consideration the purchase <br />of PC computer network hardware, software, design, and support for City facilities. <br /> <br />A City goal is to take the best advantage of new and emerging technology. The <br />emphasis is on improving internal processes such as customer service and economic <br />development. The current system includes a mix of PC's of lower and higher <br />powered machines which limit sharing of files, printers, supplies, and modems. The <br />City engaged Dr. Bouchard to assist an inter-departmental committee which set <br />hard ward and software standards to design a network to increase productivity. The <br />group identified shortcomings of existing hardware, software, and configuration. <br /> <br />Bids were received from Alt-Kie Computer, Wybrite, and Beacon Computer <br />Services. All bids exceeded $250,000 for the ideal network described in our <br />specifications. The group analyzed the components and costs and then asked the <br />vendors to resubmit their bids on a scaled back network design. The group <br />interviewed the vendors and submitted a recommendation to the City Manager. <br /> <br />The Wybrite bid was modified $33,000 to reflect missing network components to <br />make it more comparable to the Alt-Kie Bid, this gave the group some concern. <br />The Alt-Kie bid was $188,820 and the Wybrite bid was $180,230. The Beacon <br />proposal was eliminated due to missing essential network components and specs. <br />The Alt-Kie bid was recommended because of its very thorough bid specs which <br />showed a good understanding of the project and offered some alternatives the other <br />vendors lacked. Alt-Kie is very experienced in designing and installing systems of <br />similar size and complexity and their references were very good. They would <br />provide Compaq computers at competitive prices.
