<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 20, 1994 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Troy said the financing should be completed in February and construction would be <br />shortly after. <br /> <br />City Manager Matthew Fulton presented the annual budget, certification of the tax <br />levy, and the issuance of an equipment certificate. <br /> <br />The Tax Levy is expected to increase 1.85% over 1994 levels and result in a total <br />levy of $2,654,000. Fulton appreciated all the work performed by staff and Council <br />in the development of this budget. <br /> <br />Benke noted a newspaper article which listed the winners of the FAST Cops Grant <br />and asked if the City had received notification. Finance Director Margaret Egan <br />said the newspaper article mentioned that four suburban cities will receive the grant, <br />but no names were listed. <br /> <br />Council thanked the Finance staff for all their work. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION FOR THE 1995 ANNUAL BUDGET, TAX LEVY <br />AND AUTIlORIZING THE ISSUANCE OF AN EQUIPMENT CERTIFICATE. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Egan presented for consideration the establishment of the 1995 fee register. <br /> <br />Fees in the general fund provide 37 % of the revenue needs for financing and total <br />$2.5 million. Fees are collected for liquor establishments, permits for building and <br />planning services, and recreation programs. <br /> <br />The environmental license fees are primarily apartment registration and would <br />increase about 7 % . The Planning and Zoning fees would increase between $5 and <br />$10. Construction Licenses will see a fee change of $5. The Building Permits fees <br />will be aligned with the International Conference of Building Officials recommended <br />1994 rate, and will see a 7-12% increase. Police Licenses will increase about $5- <br />10. However, the Police Chief has not recommended increases for intoxicating <br />liquor licenses. The Miscellaneous Administration rates will see an increase on an <br />average of $5. <br /> <br />Benke asked if the issue of licensing taxi cabs and parking fees has been researched. <br />Fulton said the issue of parking fees will be reviewed in 1995. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ESTABLISmNG THE 1995 FEE REGISTER. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented for consideration the 1995 pay plan for non-union personnel. <br /> <br />The City's plan has top pay equivalent to the metropolitan mean.
