<br />Council Meeting Minutes <br />December 20, 1994 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Fulton noted a correction to the sixth paragraph of the resolution which should read <br />"Employees will receive, upon retirement in good standing after 10 years of service, <br />30% of accumulated unused sick leave to a maximum of 144 accrued days which is <br />equivalent to 36 days at their normal rate". <br /> <br />Gunderman asked if the City has completed negotiations with the City's two labor <br />unions. Staff is in negotiations with the labor unions. Gunderman noted concern <br />that the union negotiations may involve higher salary increases than the non-union <br />proposal. Fulton feels the proposed non-union rates are at a competitive level and <br />hopes the City will settle at the same level with the unions. If for some reason the <br />union is settled at a different level, then Council could reconsider the non-union pay <br />plan. <br /> <br />Samuelson noted that the proposed increase is fairly modest and asked what research <br />was performed. Fulton said the City reviewed the proposals from comparable <br />communities in the Stanton survey. <br /> <br />Gunderman noted the overtime compensation pay for up to 5 % of annual salary to <br />compensate for overtime performance, and asked how often that 5 % level is used. <br />Fulton said it is very irregular that a 5 % compensation is received, and the majority <br />of the compensation is at the 3 % level. Gunderman asked how many persons <br />qualify for this compensation. Fulton said about a dozen employees fall into this <br />classification. <br /> <br />Benke agrees that appropriate wages should be paid, and suggested that the union <br />negotiations should be accelerated to bring about a settlement. He agrees that these <br />increases are modest. <br /> <br />Motion by Samuelson, seconded by Larson, to W AlVE THE READING AND <br />ADOPI' TIlE RESOLUTION FSTABLISIDNG COMPENSATION RATES <br />AND INSURANCE CONTRIBUTIONS FOR NON-UNION PERSONNEL. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke presented the compensation adjustment for the City Manager. <br /> <br />The current City Manager, Matthew Fulton, was hired on November 11, 1993. <br />Pursuant to his employment contract, it is Council's responsibility to consider <br />appropriate adjustment to his compensation package after 6 months of service. <br /> <br />Benke noted the excellent service provided by Fulton and recommends the <br />compensation adjustment. <br /> <br />Motion by Gunderman, seconded by Larson, to AUTHORIZE THE <br />COMPENSATION ADJUSTMENT PROPOSAL FOR MATIHEW FULTON, <br />NEW BRIGHTON CITY MANAGER. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business I <br /> <br />1995 Pay Plan for . <br />Non-union Employees <br />Report 94-303 <br />Resolution 94-144 <br /> <br />I <br /> <br />Salary Adjustment for <br />City Manager <br />Report 94-304 <br />Resolution 94-145 <br />I <br />
