Benke feels that <br />when a reconstruction project is proposed. that would provide the opportunity for <br />review of that project's feasibility. <br /> <br />Williams does not want it implied that the City is doing anything secretive. The <br />City is opened at any time for scrutiny and staff is obligated to bring any matters to <br />the Council's attention. He does not hesitate to act on matters that need attention. <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE FIRST READING OF <br />AN ORDINANCE FSI'ABLISlDNG A srORMW ATER UTILITY IN THE <br />CITY OF NEW BRIGHTON. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke noted there will be a second reading of the stormwater utility at the <br />December 13 Council meeting. <br /> <br />Joseph Space. Boy Scout. was in attendance at the meeting. <br /> <br />Fulton presented the Liquor Ordinance Revision and Beer and Wine Policy. <br /> <br />The ordinance would provide liquor sales at the Family Service Center. The <br />ordinance would conform to all state laws and Liquor Control Board requirements <br />for one year temporary liquor licenses to serve liquor. The beer and wine policy is <br />patterned after a policy used by the City of Columbia Heights and practices at <br />Hansen Park.
