<br />Council Meeting Minutes <br />November 7, 1994 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />Fulton said the final budget will be approved on December 20, the budget <br />worksession will be November 15, and the Truth in Taxation Hearing will be <br />December 8. He does not see a problem carrying the issue over, however, staff <br />may need to prepare two budgetary documents reflecting the issue. He noted that <br />the City is obligated not to exceed the 4.05% certified levy. Benke feels that input <br />could be received through December 8 and assuming a decision could be made, the <br />appropriate budget documents could be created. He asked staff to perform <br />additional investigation of other utility funds, and asked Nowlin to follow-up with <br />staff. He suggested that Me. Kurtz work with his School Board regarding this issue. <br /> <br />Marjorie Meyer, 250 Windsor Ln., feels it is incorrect to apply the fees to <br />churches, and asked if the CSC reviewed the issue. Benke said staff performed <br />research on this proposal. Meyer hopes that Council initiates a study by citizens. <br />Benke noted the project involving the reorganization of the City's Advisory Boards <br />and Commissions. One of the missions is the development of special task forces. <br /> <br />Benke said any concerns should be related as soon as possible to staff. He <br />requested staff to accumulate all concerns and further investigation and bring these <br />to the November 15 worksession. He suggested the discussion be continued to the <br />Truth in Taxation. Gunderman questioned if a decision could be made at the <br />November 22 Meeting. Benke agreed that a tentative decision could be made on <br />November 22. Samuelson asked if the CSC will meet before November 22. Fulton <br />feels it would be unfair to ask the CSC to review this issue on such short timeframe. <br /> <br />Benke hopes that after the November 8 election, much of the rhetoric will end and <br />issues will become more clear. The Legislature is scheduled to review property tax <br />reform during the 1995 session which could change the City's 1996 budget package. <br /> <br />A resident asked the cost impact if churches were not included. Olson confirmed <br />that if churches were excluded, each residential lot would see a $.06 per quarter <br />increase. Benke said churches pay for water and sewer services and special <br />assessments, and it is questionable how this proposed utility differs from those fees. <br /> <br />Motion by Gunderman, seconded by Larson, to CONTINUE THE DISCUSSION <br />OF THE CONSIDERATION OF A STORMW ATER UTILITY TO THE <br />NOVEMBER 22, 1994, COUNCIL MEETING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />New Business <br /> <br />In regards to a request from a member of the audience, Council will provide the <br />opportunity to speak, but formal Council action will not be taken. <br /> <br />Erland Ekberg, Salem Covenant Church, said the church would like to expand the <br />east side parking lot with two parking lanes. They prefer to perform the expansion <br />while weather permits to alleviate on-street parking. Ekberg presented a proposal to <br />the City Planner and there appears to be no conflict with ordinances. With the short <br />timeframe, Ekberg asked if Council action could be made before the Planning <br />Commission review on November 15. LeFevere was unsure if a site plan review is <br />required.
