He <br />found several campaign signs were installed closer than the 7 foot requirement and <br />are in violation of the sign ordinance. It is not just one candidate, but many which <br />do not follow the requirements. He suggested the City reduce their requirements <br />from 7 ft. to 3 ft., which may make it more manageable. Benke noticed the signs <br />involved many candidates and it is difficult to determine whether placement is on a <br />public right-of-way. The First Amendment allows for signage, however, some <br />candidates have trouble interpreting the correct placement. He suggested the CSC <br />review the issue. LeFevere said cities cannot regulate sign size, but can regulate the <br />number and setback. Benke said the City assumes the sign is on private property, <br />and are purchased and removed by the candidate. Benke feels the campaign <br />committee should be contacted when there is a violation, not the property owner. <br />Witzke said the City Planner did try to regulate the signs during the primary <br />election, but it was not done so frequently during the general election. Benke <br />thanked Witzke for bringing this issue to Council attention. <br /> <br />Larson feels it is common courtesy to know the rules and abide by them. Benke <br />feels it may be appropriate to ask the CSC to convene a task force to determine sign <br />requirements. Samuelson agrees this would be a good time to revisit the issue after <br />the election.
