The project would be paid from a <br />combination of MSA Funds and special assessments. Properties would be special <br />assessed on a per lot basis for the street costs. The business area would be assessed <br />at the equivalent number of lots. Dividing the street assessment portion by 51.28 <br />lots results in a rate of $163.55 per lot. Williams questioned the <br />assessment disparity. Benke said new construction and smaller projects include <br />higher assessment costs.
