<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 11, 1994 <br /> <br />Page 13 <br /> <br />Council Business. continued <br /> <br />Motion by Larson, seconded by Samuelson, to AWARD THE BID FOR <br />PURCHASE AND INSTALLATION OF A NEW TELEPHONE SYSTEM FOR <br />ALL CITY FACILITIES TO VICOM, INC., IN THE AMOUNT OF $75,987. <br /> <br />4 Ayes - 0 Naye (Gunderman), Motion Carried. <br /> <br />Williams asked if this system allows for data transmission over phone lines. Todd <br />confirmed that this system allows for accessories. <br /> <br />Proper presented for consideration the Highway 96 turnback request. <br /> <br />Ramsey County requests City concurrence to turnback Hwy 96 from MnDot to <br />Ramsey County. This action is part of a larger Countywide highway functional <br />consolidation plan. The turnback would occur on December 1, 1994. Proper <br />confirmed that the County will maintain Hwy 96. He noted that the turnbacks will <br />merely provide for shifting of responsibilities in various locations. <br /> <br />The City needs to appoint 3 members to a task force to plan roadway improvements. <br />The appointments would comprise 1 citizen, 1 business representative and 1 City <br />staff person. It is recommended that staff representative be the City Planner. Benke <br />suggested a Chamber business representative and a City advisory commissioner as <br />appointments. Williams will contact staff in regards to interested persons. <br /> <br />Motion by Williams, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION SUPPORTING THE TURNBACK OF STATE <br />TRUNK IDGHWAY 96 FROM MNDOT TO RAMSEY COUNTY; AND <br />APPOINT THE CITY PLANNER AT THIS TIME TO THE COMMITfEE <br />AND DIRECT STAFF TO PROVIDE NOMINEES FOR ONE CITIZEN AND <br />ONE BUSINESS REPRFSENT ATIVE FOR COUNCIL CONSIDERATION AT <br />THE OCTOBER 25, 1994, COUNCIL MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Park and Recreation Director Maurie Anderson presented for consideration policies <br />and procedures for the Family Service Center. <br /> <br />Staff solicited policies from cities which manage community centers and the policies <br />were reviewed. The policy would make the building accessible and affordable to <br />residents and groups and yet available for non-residents and groups so fees will help <br />keep the building self-sustaining. There will be market rate adjustments to the <br />policy. Anderson said certain groups will be given first priority, and fees waived <br />for some organizations which provide services to the community. <br /> <br />Anderson said groups will provide dry runs before the opening and provide <br />feedback. Williams suggested a comment box.
