If the assessment is unpaid, the amount is certified to the County. <br />Residents over 65 years old whose annual assessment amount exceeds 1 % of their <br />adjusted gross income may apply for a Senior Citizen Deferral. <br /> <br />Project 92-8 involves removal of bituminous surfacing and installation of storm <br />sewer, service stubs and sanitary sewer repair, street excavation and grading, <br />aggregate base, concrete curb and gutter, bituminous surfacing and boulevard repair. <br />The project would be paid from City-wide tax, Special Assessment, Parks Capital <br />Fund and General Fund. The streets in the project are: 2nd St. NW, 3rd St. NW, <br />3rd Terrace NW, 4th St. NW, 7th St. NW, 6th Ave. NW, 7th Ave. NW, 9th Ave. <br />NW, 10th Ave. NW, 11th Ave. NW and 12th Ave. NW. The project also <br />included: resurfacing and concrete curb and gutter for a parking lot at Hansen Park, <br />this was paid from the Park's Capital Fund; and construction of a parking lot at the <br />Depot at Long Lake Park, this was paid from the General Fund. <br /> <br />According to policy, 25 % of street surfacing cost is special assessed, 100% of curb <br />cost is special assessed on streets with no existing curb, and 50% of the curb cost is <br />special assessed on streets with existing bituminous curb. Properties are special <br />assessed on a per lot basis for street, curb and gutter. Lots with bituminous curb <br />received a 50% curb credit. Corner lots are assessed if their short side faces or <br />abuts a street improved under the project. The assessment rate for lots without <br />existing curb is $1,272.56 per lot; lots with existing bituminous curb is $935.49 per <br />lot. The storm sewer is assessed based on the contributing drainage area. The City <br />pays the public ROW which is assessed twice the rate of residential. The storm <br />sewer assessment for residential would be $2,673.24 per acre. Because lots are <br />about 114 of an acre, a residential lot would be assessed about $900. Vacant lots <br />received utility service stubs for $791.96 each. <br /> <br />Pete Varhol, 1080--2nd St. NW, said that at the improvement hearing, staff stated <br />that all properties would be assessed the same. However, Varhol's notice states an <br />amount $400 higher than other lots. Proper said that difference relates to storm <br />sewer work, and most likely the properties not assessed for storms ewer will be <br />assessed under a future project. Varhol noted a past problem with runoff collecting <br />from other streets onto his property. Proper recalled the problem and felt it was <br />caused by runoff located in the backyard which was not directed into the street. <br />Varhol had corrected the drainage problem, but it was costly. Varhol feels it is <br />unfair that 16 out of 52 lots are assessed at a higher rate. Benke referred to the map <br />showing areas contributing to drainage. City policy requires all lots in a watershed <br />area be included in assessments. Apparently, the lots across from Varhol drain into <br />another area. Varhol challenged the map's accuracy, and feels the drainage tapers <br />into the creek. Proper said the area's topography was surveyed to create the map. <br />Benke asked if staff could resurvey the drainage lines. Proper said that because the <br />assessments need to be valuated to the County by November 15, this issue needs to <br />be resolved within 2 weeks. Varhol noted a spot in the road near 2nd St. and Old <br />Hwy 8. Proper said this will be corrected. <br /> <br />Betty Langenstein, 1081-3rd St. NW, noted a sewer backup in her basement which <br />caused $8,000 of damage, and asked assurance it will not happen again.
