Council Meeting Minutes
September 27, 1994

Page 6

Council Business. continued

It is staffs opinion that in order to make the playground a viable attraction, the
$140,000 option should be selected. Funds for this purchase would come from
$100,000 which was included in the Family Service Center budget, $20,000 from
the 1995 Family Service Center CIP budget and a $20,000 donation from the New
Brighton Eagles Club. The Eagles contribution has not been confirmed, but no
problems are anticipated. Anderson recommends the $140,000 amount, but noted it
is Council's discretion.

The only bid received was from Miracle Equipment. Their proposal includes
equipment which was extensively reviewed and was the choice of City and School
staff. Miracle has a good reputation and is fully capable of fulfilling the contract.

Fulton noted the importance of the December 1st delivery date so that the City can
benefit from the traffic provided during the school's holiday break. The original
plan noted that the additional $20,000 would be added in 1995 and this is consistent
with the original budget to continually enhance the playground. He feels the
playground will become a supportable element, and there appears to be more
latitude in deferring the weight equipment. Anderson feels the playground
equipment is an intricate element of the building.

Samuelson noted that because the equipment would be installed in stages, could
some portions be delayed. Fulton acknowledged that this is possible, but noted the
very large area of space which should appear full in order to attract customers.

Anderson said the bidder would allow the City to defer payment of that $20,000 to
1995.

Williams asked if more than $140,000 would be needed to maximize the effort.
Anderson said that ultimately they would like to spent $200,000 over a period of
four years, and the amount of public interest would depend upon this decision.
However, pieces will continually need to be replaced or repair. Williams suggested
that residents may wish to donate pieces of weight training equipment for the
Center. Anderson acknowledged that staff is exploring such an option.

Gunderman asked if other bidders showed interest. Anderson noted one bidder
submitted a basic schematic, however, their proposed did not note compliance with
national safety standards. Miracle was judged to use superior equipment and
complies with national safety standards. Anderson would not install equipment
which did not comply with safety standards.

Benke prefers the kid's amenities be installed first and other components to follow.

Motion by Gunderman, seconded by Larson, to AUTHORIZE PURCHASE OF
$140,000 WORm OF PLAYGROUND EQUIPMENT FROM MIRACLE
EQUIPMENT COMPANY.

5 Ayes - 0 Nayes, Motion Carried.

City Forester Rick Wriskey presented for consideration the tree selection for the
Silver Lake Road reconstruction median.

Council Business

I

Indoor Playground -
Family Service Center
Report 94-222

I

I

Silver Lake Road
Landscape Plan
Report 94-223
