Committee memberships shall be limited to a maximum of three (3) three year terms. Terms shall be structured so that they overlap with each other and provide approximately one-third of membership expire each year. Each committee shall elect their own chair each year except as otherwise provided by State Statute. The new Public Policy Commission shall be given responsibility of reviewing and developing recommendations pertaining to recruitment of new members. Jeanetta noted that according to feedback, attendance was of utmost importance with each commission. Specific provisions shall be developed whereby a member will be removed from the commission if absent from regularly scheduled committee meetings four times in a single year or three consecutive meetings. The staff liaison will contact the member after missing two consecutive or non-consecutive meetings. Staff and Council liaisons will orient new committee members at the first meeting. Jeanetta noted recommendations for changes to commission structure. The Cable Advisory Committee will be expanded to include the responsibility for guiding the community on the technological front. The Economic Development Commission will be given the role as a conduit and liaison 'to New Brighton's industrial and commercial sections. , The Planning Commission will assign a member from its existing membership to participate in Economic Development activities. The Commission will establish a subcommittee from its membership to maintain an awareness of housing issues. The Park Board will be renamed to the Parks, Recreation and Natural Resources Commission which will reflect its expanded mission and responsibility. The Park Board and Environmental Quality Commission functions will be combined and then both commissions will be disbanded. The Citizen Study Commission will be renamed to the Public Policy Commission and will replace the existing Financial Policy Advisory Board. The newly named Public Safety Commission shall represent the current Civil Service Commission. This commission shall deal with safety issues impacting the police and fire departments as well to review matters pertaining to human rights issues and violations. Williams feels there is a need to standardize the designation that each group be called a "commission". Jeanetta agreed and will implement that change.
