<br />Council Meeting Minutes <br />September 27, 1994 <br /> <br />Page 8 <br /> <br />Council Business. continued <br /> <br />Existing committees shall range between 7 and 9 members, and new committees will <br />have an established membership of 9. <br /> <br />Committee memberships shall be limited to a maximum of three (3) three year <br />terms. Terms shall be structured so that they overlap with each other and provide <br />approximately one-third of membership expire each year. <br /> <br />Each committee shall elect their own chair each year except as otherwise provided <br />by State Statute. <br /> <br />The new Public Policy Commission shall be given responsibility of reviewing and <br />developing recommendations pertaining to recruitment of new members. <br /> <br />Jeanetta noted that according to feedback, attendance was of utmost importance with <br />each commission. Specific provisions shall be developed whereby a member will be <br />removed from the commission if absent from regularly scheduled committee <br />meetings four times in a single year or three consecutive meetings. The staff liaison <br />will contact the member after missing two consecutive or non-consecutive meetings. <br /> <br />Staff and Council liaisons will orient new committee members at the first meeting. <br /> <br />Jeanetta noted recommendations for changes to commission structure. <br /> <br />The Cable Advisory Committee will be expanded to include the responsibility for <br />guiding the community on the technological front. <br /> <br />The Economic Development Commission will be given the role as a conduit and <br />liaison 'to New Brighton's industrial and commercial sections. <br />, <br /> <br />The Planning Commission will assign a member from its existing membership to <br />participate in Economic Development activities. The Commission will establish a <br />subcommittee from its membership to maintain an awareness of housing issues. <br /> <br />The Park Board will be renamed to the Parks, Recreation and Natural Resources <br />Commission which will reflect its expanded mission and responsibility. The Park <br />Board and Environmental Quality Commission functions will be combined and then <br />both commissions will be disbanded. <br /> <br />The Citizen Study Commission will be renamed to the Public Policy Commission <br />and will replace the existing Financial Policy Advisory Board. <br /> <br />The newly named Public Safety Commission shall represent the current Civil <br />Service Commission. This commission shall deal with safety issues impacting the <br />police and fire departments as well to review matters pertaining to human rights <br />issues and violations. <br /> <br />Williams feels there is a need to standardize the designation that each group be <br />called a "commission".
