CONSIDERATION OF APPROVAL FOR THE ACCEPTANCE OF <br />THE DNR OAK WILT CONTROL GRANT FOR $6,250. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />Finance Director Margaret Egan presented for consideration the terms of the Truth <br />in Taxation Program. <br /> <br />The City is required to incorporate the provisions of the Truth in Taxation Program <br />which is designed to promote public involvement in the local budgeting process. <br />The conditions of the program include: establishment of a public hearing date to <br />consider the Annual Budget, establishment of a meeting date to adopt the 1995 <br />Annual Budget, certification of the maximum Tax Levy, and the adoption of the <br />proposed 1995 Annual Budget. <br /> <br />Benke noted that Council will consider those amounts established by Staff during the <br />upcoming worksessions. It is Council's objective to reduce the tax levy amount to <br />below the maximum amount authorized. <br /> <br />Egan noted that the proposed maximum 1995 Tax Levy amount is $2,724,000 and <br />represents an increase of 4.52 % above the 1994 Tax levy. Property owners will <br />receive notice of this tax levy in December. <br /> <br />City Manager Matthew Fulton confirmed that the Council budget worksession will <br />be held on November I at 5:30 p.m. and that date wi1\ be published. <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION COMPLYING WITH THE TERMS OF THE <br />TRum IN TAXATION PROGRAM. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented for consideration an ordinance placing a moratorium on the citing <br />of adult use establishments within any zoning district of the City and direct a study <br />be conducted. <br /> <br />For the past several months, staff has investigated the establishment of an ordinance <br />that addressed adult use establishments. This is a very sensitive issue as it relates to <br />zoning regulations and constitutional rights.
