<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 26, 1994 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Community Development Director Kevin Locke presented the settlement of the <br />Blumberg and Voelker property located at 878 - 5th Avenue NW. <br /> <br />The City has entered into a contract with Rottlund Homes to redevelop the property <br />across the street from City Hall. Staff has been negotiating with the current owners <br />for the assemblage of the parcels, and the condemnation action has been started. <br />Terms for a settlement have been reached on the vacant parcel along 6th A venue, <br />owned by Dephine Voelker and Henry Blumberg. <br /> <br />The City's appraisal of the Peterson Property estimated the land value at $44,500. <br />Blumberg and Voelker are willing to sell their property for $50,000. After review <br />by the City's condemnation attorney and acquisition specialist, staff recommends the <br />City accept the owner's proposal. The offer is only modestly higher than the City's <br />appraisal and the settlement avoids further City expense for condemnation action. <br />The owners have requested reimbursement for the cost of their appraisal. <br /> <br />Larson asked if an environmental survey was performed on the parcel. Locke <br />confirmed that an environmental analysis was performed and no problems were <br />found on the site. <br /> <br />Motion by Samuelson, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT TIlE RESOLUTION APPROVING AND AUTHORIZING PURCHASE <br />OF THE BLUMBERG/VOELKER PROPERTY WITHIN THE ROTTLUND <br />TOWNHOME PROJECT SITE. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Manager Matthew Fulton presented for consideration the purchase of a new <br />telephone system for City Hall, Family Service Center and other City facilities. <br /> <br />Previously, Council approved preparation of a telecommunication study for <br />replacement of the telephone system. Staff then contracted Haigh, Todd and <br />Associates (HTA) to perform an analysis for telecommunication changes. HTA <br />identified the shortcomings of the existing system: obsolete hardware, inefficient <br />trunking design, no battery backup, voice mail is incapable, does not provide for <br />off-site transfers, limited night or weekend messaging capability, and is very costly <br />to connect fax machines or modems. <br /> <br />HT A advises the City to not invest more money in what has become an obsolete <br />telephone system. Their estimate to install a new system would be $70,000-95,000. <br />This system would provide direct dialing to employees, voice mail, and resolve <br />customer service issues and any cost inefficiencies of the existing system. <br /> <br />Fulton feels the opening of the Family Service Center provides the most opportune <br />time to install a new system at all City facilities. <br /> <br />Samuelson noted that the annual operating cost for a new system would be $24,000. <br />Fulton confirmed that the current system's operating costs are slightly higher than <br />operating costs associated with the new system. <br /> <br />Council Business <br /> <br />Settlement Agreement <br />for the <br />Blumberg/Voelker <br />Property <br />Report 94-176 <br />Resolution 94-090 <br /> <br />New Telephone <br />System for City <br />Facilities <br />Report 94-177 <br />
