<br />Council Meeting Minutes <br />June 28, 1994 <br /> <br />Page 2 <br /> <br />Special Order of Business. continued <br /> <br />Council recognized the retirement of Police Sergeant Dennis Raymond. Raymond <br />was an exemplary member of the Police Department for almost 27 years and <br />received many commendatory letters from citizens and his own department. City <br />Manager Matthew Fulton noted the recent retirement dinner held for Raymond and <br />feels this recognition is well deserved. <br /> <br />Representative Geri Evans presented an overview of the 1994 Legislative Session. <br /> <br />Evans was the chief-author of the Economic Development Bill which provided <br />funding to the cities of New Brighton and Mounds View to finance a pilot project to <br />be performed by the North Metro Business Retention Development Commission. <br />This project would be an extensive business survey relating to business and <br />intergovernmental relationships which could provide improvements in economic <br />development information and partnership. She intents to be in contact during all <br />aspects of the study to insure the City receives a high quality product. <br /> <br />She chief-authored a bill which allowed local units of government to waive any rules <br />or procedures which could prevent the creation of cooperative or innovative projects <br />among other local governments. She noted the award of a $75,000 grant which <br />provides for the future development of the multi-city senior center. <br /> <br />Evans was especially pleased with the bonding bill for the renovation of the <br />Laurentian Environment Center which the Mounds View School District operates. <br />The bill provided $450,000 to keep the Environmental Center operational. <br /> <br />The 1994 K-12 Education Funding Bill contained numerous provisions to assist <br />suburban schools. <br /> <br />Benke thanked Evans for her assistance during this past session. He noted that at <br />the recent League of Minnesota Cities Conference, the main concerns voiced by city <br />officials were the issues of unfunded State or Federal mandates and workers' <br />compensation reform. Evans agreed that unfunded mandates is an important issue <br />and she will continue to be watchful.
