Locke said the expectation is that the <br />improvements would occur in a phased manner, and are needed to provide for the <br />initial construction of the storage facilities. Locke is satisfied with the timing of the <br />improvement process. <br /> <br />Motion by Williams, seconded by Larson, to WAIVE TIlE READING AND <br />ADOPT TIlE RESOLUTION AUTHORIZING EXECUTION AND DELIVERY <br />OF A SECOND AMENDMENT TO TIlE CONTRACT FOR PRIVATE <br />REDEVEWPMENT BY AND BETWEEN THE CITY AND CHARLFS <br />STARK. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Manager Matthew Fulton presented the amendment to the Ramsey County <br />Housing and Redevelopment Joint Cooperation Agreement. <br /> <br />In the agreement, Ramsey County distributes the Community Development Block <br />Grants (CDBG) and HOME Funds to municipalities within the County to be used to <br />achieve community and County objectives. The current amendment provides for: a <br />three year commitment; continued authority of municipalities to establish municipal <br />housing and redevelopment authorities; confirms the overall desire to accomplish <br />affirmative fair housing activities; and precludes the municipality from applying for <br />grants under the Small Cities CDBG program and may not participate in a HOME <br />Program consortium except thorough the Authority. <br /> <br />The City has benefitted as a participant in the allocation process. The County and <br />the municipalities will review and develop an improved allocation process to better <br />service the needs of all County communities. A failure in executing this amendment <br />could negatively impact the County's ability to secure the CDBG and HOME funds <br />as an entitlement county and would subsequently have negative impact on the City. <br /> <br />Fulton is comfortable with the amendment provisions, and noted that the County <br />plans to reevaluate their allocation process of these funds. <br /> <br />Williams has served as a member of the allocation committee. He feels the funding <br />process should be reevaluated so that locations which show an apparent greater need <br />than others should receive some type of preference for those funds. He hopes the <br />process is one that is most responsive to all or as many communities. <br /> <br />Fulton noted that in order for Ramsey County to continue as allocator of the <br />entitlement process, the amendment needs to be approved by the City. <br /> <br />Samuelson confirmed that the agreement does not put any further financial <br />obligations upon the City. <br /> <br />Motion by Samuelson, seconded by Larson, to APPROVE THE AMENDMENT <br />TO THE RAMSEY COUNTY HOUSING AND REDEVELOPMENT <br />AUTHORITY COOPERATION AGREEMENT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />New Brighton Lumber <br />Development <br />Agreement <br />Report 94-138 <br />Resolution 9W73 <br /> <br />Amendment to CDBG <br />Participation <br />Report 94-139 <br />
